Removal of NMU budget
Motion #1 The NMU - National Military Unit, established by parliament, administered by the MoD currently has a budget of 250k allocated. Congress is reminded that this motion is NOT about the current state of the NMU or it's future. The motion seeks to dissolve the budget and thus reduce potential for expenditure.

Proposal for Discussion 'Improve legislation for Emergency Procedures'
Guidance Notes: As everyone will now be aware, the country has been attacked without provocation by eUSA. Our benevolent King and Dictator saw this coming before any in the government. Late at night I'm pressed why there is no response to his alarm to the government. Whilst congress can't handle that, it did further compound the problem that even when we start the ball rolling with proposals for action, we don't actually know how far the ball needs to roll. Currently legislation is inadequate and vague with regard to emergency powers. I propose that we have stated combinations of people in government and congress to clear emergency actions.
A potential form would be sanctioning action based on:
((Dictator|CP) + MoFA + MoD + Speaker)
((Dictator|CP) + (MoFA|MoD) + Speaker + 1 congress)
((Dictator|CP) + (Other Gov) + Speaker + 2 congress)
((Dictator|CP) + (Other Gov) + 4 congress)

This does need quite a bit of work, which I'll do if the proposal receives enough support to go through to motion, please add any ideas during the discussion stage now, thanks.
I would ask that we keep other discussions and proposals relevant to the war effort.

8 people voted in the last vote, and Congress had the nerve to try and pay themselves?
I would appreciate it if we could knock it on the head with the congress gold issue. It's had time in parliament and been flogged to death. Petitioning congress is now wholly pointless, I would suggest you direct efforts at the government who are yet to announce if they'll honour the initial decision not to block the motion. I'd like to point out that there were a considerable number of people on each side of the vote and many that support the concept of congress being awarded in some fashion.
Additionally, your comment about the 'only 8 people voting' is indicative of not understanding the complexities congress finds itself in. Of those voting in the last motion, many of them, as with quite a few recent votes have been from 1 party. Again, if you have a gripe with the lack of voting, look at your own parties congress list and check off the names of those voting in parliament sessions, then complain initially to them; if still unhappy, approach your PP and ask why they return people who don't vote.

My party doesn't have a Congress list or any Congressmen, I'm pretty sure I'm allowed to complain that Congressmen are inactive though. What complexities of Congress am I not currently aware of? I'd like to know. Whenever I was in Congress, every member of my party would turn up to pretty much every vote and Congress in general would never drop to a turnout that low.
The wheels of government turn slow and have less seen gears driving them, there are different levels of decision making and currently the issue referenced is no longer in congress hands. In fact the speaker isn't accepting further debate on the matter until a future congress is assembled.
Yes you're welcome to have a voice, my point is that it's not particularly useful in general or effective for you and I've outlined better ways to make a difference. I agree, you'd be preaching to the choir, the only people by virtue of posting in parliament that are listening are active and quite a few of us don't agree with that particular motion and more importantly you can go and see how people voted.
I see you're in the leadership of your party. I would welcome more effort being put into recruiting members and ensuring you capitalize on the benefit of the last CP, the current PM and MoD being ESO top bods to attract new growth. I'd heartily welcome regular voting congress members.

Emergency proposals, the term itself would need a bit of defining I reckon. What all can be emergency, what all are not, etc.

What do you mean what is happening? At the end of this coming term, people who had 100% attendance will get 5 gold...and it won't be continued longer, just if it is decided that it should become a permanent thing.

lols actually that's wrong. I don't understand why people are so interested yet don't read the motion voted on. From the start of the new term, people who have 100% attendance (which is pretty much nobody except obviously me and I made Speaker ineligible), will get 5g capped at 40g shared between up to 8 people. That's if the government ratifies the congressional motion into law, they should, but it's still an 'i' to dot; Which is why I gave the unsatisfactory answer above... Funnily enough it was congress who were around, myself, Sir Charles, Prince Harry and.... oh yes YOU 😛 Part of the situation was inactivity in guberment, so cutting out congress wouldn't have helped.

UK has become the most bureaucratic mess that has ever existed in this game. When the politics module has reached its lowest relevance, only the UK would give it more flare through the BS I've witnessed the past few weeks.
Been saying that for months. The meta and vast amounts of legislation, all written in such esoteric legalese that noone except the most persistent can be bothered to read it, stifles pretty much all layers of bureaucracy. Government gets its hands ties by congress, half of which are so inactive they can't even be bothered to post a simple "aye" or "no" half the time.
Then we have the ridiculous law which has 24 hours of debate followed by 24 hours of voting for all but emergency legislation, meaning two full days could have passed before anything actually changes. On top of that, you have people standing for congress who don't actually contribute anything.
Streamline everything, scrap the legalese and start making the country's legislative branch actually work otherwise nothing will change and we'll still be in the same crappy position this time next year. If there's anyone left to care...
How come a motion to remove Congress funding for the NMU has been deemed 'decided' - "Budget authorisation from congress has been rescinded",
whereas a motion from Congress to award Gold to members of Congress only applies - "if the government ratifies the congressional motion into law"?
My understanding of the legislation is that there are 3 types of proposals - Bills, Laws and Motions and that 'motions' as passed by Congress are to express an opinion of Congress and as such are non binding.
Would you please clarify as to how a motion passed in Congress can be deemed to have power over an Act of Parliament - namely the Defence Act as passed into law by Parliament on 20 April 2016:-

There is no NMU budget as per the passing of this bill, so what now? The MPs asking for this bill should have brought forward an alternative budgeting system for the NMU otherwise its funds will be completely slashed and it will not be able to function independently or anyhow.
