Russia's not going for it (they took a ton of small states, there's no way selling them back is a fair deal for those guys).

Well, that's something that Russia is going to have to work out with their eHungarian and eIndonesian masters. Given that they seemed to have gummed up whatever grand plans PEACE had been laying, something tells me eRussia will live long enough to regret this decision.
Oh well, they didn't need any high iron regions anyway.
