[Spam] Moneyflow Transparency policy preview

Followers of the Spam PUBLIC ACTION! Mag (SPAM) will have already seen our consultation and policy-preview on a Community Reward Framework and Better-Bounties policy. This is a preview of TRS’s Moneyflow Transparency Framework, topping off your sneak peaks with a Finance Policy to complete the hattrick!

Financial Transparency has been something the eUK has struggled with in recent years. Congress need to perform a role in scrutinising spending, and there are some steps that can be taken to both facilitate that whilst increasing transparency for all citizens. Read the below and as always let us know any thoughts or feedback.

Moneyflow Transparency Framework

Congress can donate up to 400k per donation, and traditionally this all has been sent to one org and spending has flowed from there. We suggest a slight alteration to this model, by better utilising eUK orgs to manage a small amount of ‘funding streams’.

These funding streams will receive donations from Congress for the undertaking of specific, limited activities. This will mean everyone in the eUK will be able to see what has been donated in, and what balance remains on the org. This is a very simple way to achieve a massive leap forward in financial transparency without relying on reports given in private.

Some funding streams have already been conceived of by congress, they are:
A Community Rewards fund
An Energy Distribution fund
An Epics fund
An Airstrike kitty
A Bounty fund

Others could be made as the Government or Congress saw fit. The BoE would of course continue to be used as the main store of GBP and for the running of any other projects and schemes that may fall outside these streams.



Using the orgs in this way also means citizens would be able to contribute to the funding streams to boost resources available for their corresponding project. Additionally the minister and team responsible for administering the fund would be the only person who required access, meaning the money was more secure.

This addresses the issue that visibility and info on the eUK’s cash flow and state of our finances is very low, and tends to take the form of a message to Congress, even after calls for finance reports to be published in the media. It also ensures GBP is held on a need-to-access basis, whilst creating a basic framework around which Congress can put serious consideration into budgets.



Sounds pretty obvious right? Sending the money needed for these funds directly to a dedicated org will allow for the public and congress to see how much resource a fund has and how much it has been paid (via the Country Admin page). This would effectively mean anyone could see how much had been spent from the fund at any time without any reliance on reporting or updates.

Operating finances in this way would also invite Congress to think about running costs of the funds and better scrutinise spending and if we are lucky it will tackle the culture of handing out cash no questions asked! No taxation without represent-atives having their say.
