The goal of this motion is adjust the market in favour of domestic production, raising revenue until such an adjustment is achieved. Congress Awards - Tallied Distribution
Motion #1 Return of 5g reward for congress members. 100% vote activity over session, trial for one month, monitored by the Speaker, to begin in the session of congress following a successful vote. Amendment: Cap total awards at 40g split evenly if there's more than 8. The speaker is not entitled to reward themselves as speaker or as a congress member.
Congress Awards - Merit Distribution
Motion #2 Exemplary activity over session, regular submissions in open discussion / comment and a desire to serve above the expected minimum required. Trial for one month, awarded by the Speaker, to begin in the session of congress following a successful vote. Request for a 40g pot held by the speaker that does not carry over between months, no requirement to distribute entire award each month, this is a fixed pot with discretionary spend. The speaker is not entitled to reward themselves as speaker or as a congress member.
Motion #1 has been discussed privately and gained majority support, from a mixture of congress and ministers for tabling as a motion. Motion #2 whilst not discussed yet, is part of an ongoing project of reforms I'm making/continuing to improve the efficiency and reputation of congress.

I call for a public referendum to be held on the subject of Congress Members receiving rewards. Its undemocratic for Congress to simply decide to vote to give themselves financial rewards. I believe we have precedent for this kind of thing, with referendums held months back to decide whether Congress should carry over during a wipe after it was decided that Congress couldn't just vote themselves into existence.
Normally I would oppose referendums as a means to make policy, but on occasions when Congress' proposal is one they have a vested interest in (such as voting themselves financial rewards), its the only way.

Maybe we should have a referendum on whether PN has lost all credibilty. Rails against congress for months but the second there is the prospect of getting cash for himself, he's all for it

I think there could be even more difficulty for us in ensuring the outcome of any such referendum, particularly if there was a yes vote, was implemented than there is in ensuring we leave the EU.
Maybe it would have been useful if you could have had that brainstorm during the collective discussions, the ones that went on for too long that ministers were getting frustrated with the progress. Congress doesn't directly benefit as there is no guarantee of them being elected next month. Whilst typically the Speaker's position is considered marginally safer, I've ensured (with no assistance) that the Speaker doesn't benefit under either proposal. Therefore I reject your call for a referendum which only slows congress business down, there is a wealth of difference between not agreeing with something and seeking to enact protocols because it fits an agenda.
Surely on this issue speed is not important? We have over 10 days till the next congress election, we can afford to take our time. A referendum would take no longer than 48hrs to execute.
Of course Congress stands to benefit. Yes there is no guarantee they are re-elected, but each month there is only a small amount of change. Most people in the current congress will be in the next.

This is the collective discussion. A discussion on this issue should not have even happened in the Congress PMs since it isn't a sensitive discussion (and you should publish the logs from the discussions now as a matter of course) - this now is the formal debate.
The speaker makes the decision over the forum for initial debate and the form of motions made public. The speaker decides if something is sensitive. The government has already agreed to not block congress should it pass this motion on vote. Therefore a misplaced attempt to sound authoritative on this matter is unhelpful and misguided. No logs, no referendum.

Yes I have read the act that governs the speakership, in fact I'm versed in the entire statute book. In fact only the other day I spent Speaker time looking into who has responsibility for the NMU for the benefit of the MoD, so I'm pretty confident in my ability to work within the framework established. Regardless of my opinion on the matter, the Speaker has a specific job to perform, the hallmark being impartiality and representation of the majority through open voting.
Looks like this whole congress rewarding itself thing could end up being pretty divisive.

The dictator gets gold from medals. As that cash doesn't come out of our coffers I'd say the dictator is entitled to do what they want with it seeing as it's their money and hasn't come out of anybody else's pocket. *shoots sideways glare at congressmen*
