So, Addaway won the CP election due to 16 votes magically disappearing from my total due tovoting discrepancies multiesI Now, I do not condone multie-use, and I hope the admins have removed the offending accounts involved - although I doubt they will have removed the multie-maker(s) as I can pretty-much presume they are gold-buyers - however, I'm still a bit miffed I lost!
Anyway, back to the crux of this article: what's he been up to?

OH MY GOD NEIL. He has stated multiple times, the budget is based on the CURRENT tax rate. This piece of legislation, which all of congress get a vote on, is a proposal. I hate to point it out but your budget was technically done wrong, as if you won congress would have had to vote on it, and indeed realise the Work Tax was wrong. http://prntscr.com/90vx7c
Budget is set at current WT. Anything the CP wants to do after that involving the work tax, or what congress legislate will adapt the bill after, not before. Your proposed work tax might not have even been voted through and could have remained at 5%, making your budget void.

so? I would have had to change an "s" to a "f" .. big deal .. and i saw nothing in the Budget Bill that suggested it needed to be the "current rate" & I proposed an amendment to that Bill so that the CP could stipulate what WT rate they required to balance their budget
this is a tax rise by stealth
You proposed an amendment which didn't go through, meaning that you didn't need to put your predicted WT on there. common sense dictates that you would use the current tax rate to determine the income for the next month.
it is by no means a stealth increase. addaway did his budget based on the current system. 4 days into his term he has proposed a bill to congress.

1. All pieces of legislation that are passed by congress bind future CPs, that is the point of them. If a future CP wanted to change the tax rate under this legislation, he would do so by proposing an amendment to the act that would take 24hrs debate and 24hrs voting- this is the same amount of time as it takes to change the tax rate under the existing system.
2. By having the tax rate and the rebate system governed by the same piece of legislation it means that we can change both with just one amendment (since when you change the WT rate you would most likely want to adjust the rebate system at the same time), which will save time.
3. I am unsure how this is at all stealthy when the tax rate is clearly set out in plain terms in a piece of legislation.

have we all been playing a different game to you all these years ?, how is work tax 'hidden' , congress vote on it ?
And since when have future CP's ever been bound by whats happened before. the rules change every month
