[NICA] New Application Process

The National Intelligence Coordinating Agency (NICA) is in charge of the immigration process for ePhilippines. However, recently there has been a trend of a "free-for-all" sense and there has been a lack of order in our immigration system.

I approached our current President, Aren Perry, about reviving NICA. I had previously been the head of NICA some months ago, but had to resign from the position due to other commitments.

At current, the application system is largely small, with applicants being accessed, but I wish for a more personal process. Recently, I have received PMs of applicants asking me to accept their requests. There are only so many citizenships a month that we can give, so the selection process of new citizens needs to be more rigourous.

At the minute, the few people accessing the citizenship applicants discuss them in the Citizenship Applications section of our forum, however I propose reigniting the NICA section for this usage in future.

I noticed that the Japanese citizenship process is a far more efficient system, and I wish to imitate it in some ways here. So in future I propose that prospective citizens must write a small piece in the NICA section of the forum about their history in eRepublik, why they wish to come to ePhilippines and what they think they can bring to the country once they have obtained citizenship.

I hope this new system will create a more organised and controlled immigration system in ePH. A better and more efficient immigration system will help our country and reduce the risk of hostile citizens being accepted into the country.
