Dear citizens of the eNetherlands,

For a few years already we've had a program to help players fully upgrading their Training Grounds (for reasons why this should be done I refer to this article). However, due to its bureaucratic nature and the fact it is hidden in a never-used section of our forum - it hasn't been used for some time. This is disappointing, because one of the reasons we tax Congress and Country President medals is to use Gold to help our people efficiently. And with time progressing, upgrading your Training Grounds is paramount to not lag behind even further.

That's why I want to make the process a bit easier (while not changing the agreed upon ''Protocol'') and promote the use of this subsidy again:

- Every eDutch citizen - for at least 2 months - can request a subsidy of 93.5G (one fully upgraded Training Facility during a discount).
- This subsidy can be (re)taken until the first and second Training Facility are fully upgraded (Q4).
- Of this subsidy, 46.75G is a gift, while 46.75G is a loan that needs to be paid back (slight accommodations can be agreed upon in case of financial difficulties).

Any more details that arise will be discussed with each candidate in private. Just shoot a message on this article or in a PM to the Minister of Finance (NoTie112) and we will have a discussion about what is the best way to proceed.
