This article is part two of two on explaining the “whys” manifesto policies of the MDP as per suggestion from Plugston.



Social Policy

“-International Policy-

- Maintain good relations with our alliances through good communication and actively participating in war stratagizing.

- Stand by tenet #8 on continually pushing for aggressive military campaign to help our allies and expand as much as we can maintain”

This is most straight forward, war is not just about victory, but also about reward. In order for eCanada to attain the maximum reward possible it has to be in the forefront of military success, lead alliances to victory and earn prestige respect throughout the world. While the rewards will enrich every MU and citizen of eCanada,

Government Standpoints

-Congress-

-Rid abstaining in congressional voting”

This is a simple action to increase efficiency in congress and reduce apathy from those responsible to make decisions

“-Speaker of Congress-
The purpose to improve congress efficency

-Appointed by Executive

-Responsible to order congress in making decisions for solution to issues when appropriate

-Orders are absolute from the speaker to the congress

-When not ordered by the speaker, congress is free to debate and decide on issues freely

- Speaker is only answerable to the executive on whether they carry out the responsiblities as speaker

- It is power abuse if the executive dismisses the speaker on grounds of not upholding the interests of the executive.”

As stated this for efficiency. For efficiency there needs to be a leading figure, that has to be the responsibility of the speaker of congress in the legislative branch of government. To stop power abuse the relationship between Speaker and Executive has to be laid down in a fair way, given here only as ability to lead congress.

“-Government Committees-
Purpose for a controlled flow of government participation for every eCitizen. Upper Committee have more power than Lower committee.

-Upper (executive) committee- headed by each cabinet minister (including prime minister). They may head the upper committee for their own position. Made up of those of their choosing. Final decisions are made when declared by committee heads.

-Lower (congressional) committee- Headed by speaker, each congress member is responsible for their region. All residence of a region can participate however eCanadian citizens put before foreigners. Each congress member will be incharge of a section on the National forum for their region. Final decisions are made after vote by all congress members. Speaker acts as direct communication between lower and upper committee.

-There will be no veto power of a decision made by the lower committee by the upper committee (or prime minister). Rather a congress member may appeal directly to the upper committee through the speaker and the upper committee may decide to take the issue themselves. However this may only be done before a vote has begun (doesn't include UC).

-If an appeal is made by a congress member although the speaker did not pass it on then the speaker can be held responsible of power abuse and removed from position and the issue if finalized goes back into discussion.”

The upper committee sets its own rules on how to operate. The size of an upper committee is free to vary due to necessity versus easiness on how effective it can be. The Executive (and so the upper committee) retains all powers currently held by cabinet ministers (over finance, war, foreign affairs etc.)

The lower committee is the wider and freely open committee. As per stated anyone may participate in their appropriate region through discussion with their congressmen and other residence in their region. Essentially it takes an open flow of ideas, let's the elected (congressmen) determine whether it is appropriate for congressional discussion/UC/voting by taking it into a more formally controlled environment of just congressmen then through legal procedures accept it reject in making it official law and action.

There will be no veto power due to the insanity of the executive not being part of congressional decision making yet being able to tear it all apart. What has to happen rather is if it is felt by one or numerous congressmen that disagreement over a proposal is to manic or the proposal itself is to a high level of importance on the impact it may have, appeals may be made to allow the Executive to take the issue out of the legislative hand where the legislative will have no more to do with the issue. Defining what is power abuse pre-emptively is a counter-measure against power abuse to reduce the likelihood that it will ever happen.
