Greetings once again Friends, Countrymen, Geordies, Mackems, people of Teesdale, Weardale and that bit inbetween Newcastle and Scotland etc. and welcome to the second installment of WHAT I DID IN CONGRESS.


Today has been the second day of Congress, and it hasn't been quite as action packed as the firt, there have been just two proposals;

Natural Enemy - Netherlands proposed by Artela
I voted NO : This is another 'pre-emptive' national enemy to prevent a successful one against Ireland. Unlike Sweden however the Netherlands are a friend and we don't want to be going to war with them.

Mutual Protection Pact - Slovenia proposed by Blaz Gutman President of Slovenia
I voted YES : Slovenia are another old friend from Phoenix so it's pretty cool to have them back on the confrimed friend sheet. Also they punch quite a bit above their weight, so even though they aren't much bigger than us they are useful friends to have in a fight.


On the forums;

We're debating the UK's first official budget : for some reason this is deemed a sensitive issue however, so the debate is only avaialable on the hidden forum. I suppose someone will say we dont want the enemy knowing how much we make and spend and can spend etc. and even if this can be worked out, why give them it for no work. That might be atleast a point, if not for the fact that once the budget is agreed upon, it's going to be published in the Bank of England's newspaper. Seems silly to me, if we're going to publish the budget in public, why not debate it in public? Once it is published, I will start a petition, if no one else has, to release the debate and vote threads. No doubt it will make entertaining reading for some.

The election for Speaker started today.
Myself and the incumbant Sir Humphrey Appleby are the only candidates. I must say at the start I had no expectation of winning, I hadn't produced a proper outline of intent/positions etc. as writing last night's installment of WHAT I DID IN CONGRESS took much longer than expected so I was kind of shattered when it finished and when I logged on this afternoon the vote had already started and I was loosing quite heavily. Since then however a number of people have decided to endorse me and now it's quite close! I still don't think I'll be on that politics page tommorow, but it is an actual possibility now, so here's hoping I guess.

A Natural Enemy Act has also been proposed by Sir Humphrey Appleby
As you can see this is designed to try and deter the pre-emptive, nonsense and spontaeneous natural enemy proposals after the victory of the 'unofficial' Ireland proposal kicked off the complete break down of our membership of TERRA. It threatens those uncomplying with banishment from the Congress forums, I'm not a fan of it. Threatening someone enacting the will of Congress just because it didn't go through official procedure is pretty bad to my mind. We must always remember that the Congress is the Power and the house of commons forum, it's rules and procedures are used for it's convenience, it is not the other way around. Regarding the bad and unwanted proposals, this will not act as a deterent as these are motivated by trolling, griefing or a strong ideology and these people will not be controlled by the threat of being banished from the congress forum.
