Did you now that that the country President has an unlimited number of proposals?
The Country President has a few proposal options not available to Congress Members. These include a new Welcome Message, Mutual Protection Pacts and Alliances. The average country has many MPPs, so a restriction on the Presidents number of proposals would be very limiting. Congress however have 10-40+ members and are restricted to 2 proposals each. Congress also have unique proposals over taxes and donations from the Treasury.
So, remember who to complain to about the right problem. If its economic blame Congress. If its screwing up tactically in war, blame the President.
It helps to think of the President as the 41st congress member who has been stripped of economic powers to focus on war and welcome messages.
This is all in-game of course. The system is more complicated on forums where responsibilites are a little muddled up trying to make eRepublik work like RL Australia.
Did you know that that only Congress Members can approve new citizens?
Each country may have up to 10% of its current population in new citizen approvals. This is divided evenly among all the Congress Members. In most countries, a Minister of Immigration or Security vets new applications to eliminate known undesirables and track suspicious actions. This information is passed onto the Congress Members who then decide to accept or not.
While the President usually appoints a Minister of Immigration to help Congress; they actually have no power over citizenships ingame.
Did you now that you do not gain experience for proposing or even voting on a proposal?
Plato changed this many years ago because of abuse where the Country President proposed slight changes to the Welcome Message daily and Congress Members voted for experience. This could rack you up 60 xp in a month. Not much with the way fighting works now, but it was plenty in the day. Now nobody gets any experience anymore.
You propose because it has been discussed and makes sense to the majority of Congress Members. You discuss with them because its the only way to be sure enough of them will support your stroke of genius. In fact, Australia's Congress is insistent about people participating properly, so they vote down any proposal not discussed. After all, they can just repropose it after everyone has voiced their opinion.

A good article, although there are a few items where the economy of war and strife are the responsibility of the CP (Prime Minister). History has shown a meddling Congress is not well received.

There are ingame rules and Senate laws which govern how Congress members use their ingame powers. All financial allocations are under the control of Congress Members until the money leaves the Treasury. After that it comes down to trust that the CP will only spend the allocated budget and not at will use the National Organisations funds, to which they have all the passwords. The irony in Australia is that the person who keeps the books and allocates funds on behalf of Senate is appointed by the guy spending the cash.
This is kinda guessing but I am assuming that the reason congress has only two is because people don't want to be bombarded with laws from congress which may not even be different from the current situation. But with the current situation congress is careful about what they put forward.
Kind of. There are busy months when you have 10 congress members and you have to count your proposals carefully. With 40 its less of an issue.
Some countries run all donations from their Treasury instead of an org, so they definitely use more proposals.
I remember the day when at the end of each term Senate would often make lulz proposals to get in a few extra XP.
