If we open RM companies in low yield regions(Taiwan) we'll create 100 times as many job vacancies than in high yield regions(Bolivia) because low regions are 100 times less efficient.

Because it reduces unemployment rate, while distributing G directly has no effect on it. You know, that is why we have "Job Preferences and Job Openings of Public Service Project" (公共服務擴大就業方案) instead of more consumption vouchers (消費券).
