Interesting ideas but they cant work. Both RL and Erepublik are bipolar.
As soon as one alliance becomes too strong the others will unite against it. And it happened in Erepublik too.
The only way in which your ideas might be put in practice is if admins change the alliance & battle systems. for example not allowing a player stationed in USA to fight in a RO-HU battle unless he moves there.

philip Pakistan and Iran are not Arabic the alliace name would be Islamic Union 😉
and I think each alliance should have at least 2 central powers without power there wouldn't be a balance 🙂

There is no balance with this suggestion, at least Greece Turkey should be in same alliance to create balance against Croatia/Bulgaria or Macedonia/Serbia...

Actually under this system a single alliance can never become dominating, because the other alliances will get together and beat it back and as soon as the first threat is gone, go back to their own businesses.

It is probably what will happen eventually, though it will take still a lot of time and some of the smaller countries need to experience a BB and move above a critical minimum of population. Basically when we have more countries at or above 1500 active population, then this starts to become viable.

The reason we have bi-polar worlds is that we have about 10 countries that have such populations and the rest way below that are no match for those 10.
