[DoF] Budget Proposals.

As the budget proposal presented to the Senate by Prime Minister Rusty was essentially based on a rough draft, I have been advised to make a revised proposal. There are particularly a few items which still need to be discussed in detail and so final numbers for these may vary greatly.

Income

This will likely be closer to 220K, and further to this I am proposing an increase to org rents. When I changed the rents from the price of 10 Gold to the equivalent currency exchange of $3500, there were two factors at play. Firstly, the gold price was much lower, and secondly, I was under the mistaken impression that the government could create more orgs. The government cannot create more orgs, and when one becomes surplus it is quickly snapped up, and there have recently been a couple of people unable to rent. There are also a couple of players making use of low rents, compared to what can be earned in the MM using them, in order to hold two orgs. In line with demand outstripping supply I am proposing an Increase in Org rent to $5,000 a month. This would be less than 1K more than the 10 Gold equivalency, and should bring an extra 12K into treasury , taking expected income above 230K.

Mutual Protection Pacts

If we only plan to re-sign those we signed last month, the number of 50K will be correct, however if more are proposed, the number will naturally increase.

Region Rent

There are ongoing discussions with neighbours, it is difficult to put a figure on it at this stage although we will naturally seek the best deal available, both in terms of bonuses gained and rental cost. The new economy also allows more complex arrangements which may benefit multiple parties, but something like this may take time.

MoEE

The number of 20K, with 10K covered by a donation is fine.

ADF

The number of 20K was a very rough estimate, and possibly too high for current membership and activity, there are still discussions in the senate about appointing new leader of the ADF as the previous commander has stepped down. Once there is a new leader I will be able to have some ongoing discussions with them about funding.

Grants

There are a few elements to be discussed here.

The Boss Bucks loans should be expanded and available for all companies and holding companies. If applicants are properly screened then all debts should be repayed as they were last time, which would represent no eventual reduction in reserves.

Restarting the Tank Bank has also been raised the possibility. Although what form this should take and how it should be funded still has to be decided.

In terms of Grants for second Holding Companies, a full grant would be $10K and a half grant would be $5K, so any senate approved trial round should probably be highly restricted. Certainly only for eAustralian citizens to place in eAustralian territory, and maybe limited to a set number of the quickest applicants. It has also been suggested that it be for placement in somewhere like Victoria, which has only the country bonuses, but also low pollution. Either grant could possibly be payable as a rebate on proof of placement.

For the Aviation Industry, this may come this month, it may come next month or later, we just aren't sure. However as we have no bonuses in this, and it is a new industry which nobody will have existing companies for, it may be best to set aside a larger part of available reserves for this. Again, which form a grant should take and whether it should be allowed for overseas holdings, needs to be decided.

Savings

I am actually advising no savings at this time. As we have over 1.5 Million in reserves, and only 1 Million would be needed for a coup, I am advising that contrary to increasing our reserves, we should use at least some of that extra 500K to boost our future prosperity, possibly some now for second holding companies in eAustralia, and definitely some later for the Aircraft Industry. The percentage of this 500K to be used, if any, for each, is something which needs to be discussed and a final figure decided on.
