[DoF] Budget Proposals.
Reserve Bank of Australia
G'day
As the budget proposal presented to the Senate by Prime Minister Rusty was essentially based on a rough draft, I have been advised to make a revised proposal. There are particularly a few items which still need to be discussed in detail and so final numbers for these may vary greatly.
Income
This will likely be closer to 220K, and further to this I am proposing an increase to org rents. When I changed the rents from the price of 10 Gold to the equivalent currency exchange of $3500, there were two factors at play. Firstly, the gold price was much lower, and secondly, I was under the mistaken impression that the government could create more orgs. The government cannot create more orgs, and when one becomes surplus it is quickly snapped up, and there have recently been a couple of people unable to rent. There are also a couple of players making use of low rents, compared to what can be earned in the MM using them, in order to hold two orgs. In line with demand outstripping supply I am proposing an Increase in Org rent to $5,000 a month. This would be less than 1K more than the 10 Gold equivalency, and should bring an extra 12K into treasury , taking expected income above 230K.
Mutual Protection Pacts
If we only plan to re-sign those we signed last month, the number of 50K will be correct, however if more are proposed, the number will naturally increase.
Region Rent
There are ongoing discussions with neighbours, it is difficult to put a figure on it at this stage although we will naturally seek the best deal available, both in terms of bonuses gained and rental cost. The new economy also allows more complex arrangements which may benefit multiple parties, but something like this may take time.
MoEE
The number of 20K, with 10K covered by a donation is fine.
ADF
The number of 20K was a very rough estimate, and possibly too high for current membership and activity, there are still discussions in the senate about appointing new leader of the ADF as the previous commander has stepped down. Once there is a new leader I will be able to have some ongoing discussions with them about funding.
Grants
There are a few elements to be discussed here.
The Boss Bucks loans should be expanded and available for all companies and holding companies. If applicants are properly screened then all debts should be repayed as they were last time, which would represent no eventual reduction in reserves.
Restarting the Tank Bank has also been raised the possibility. Although what form this should take and how it should be funded still has to be decided.
In terms of Grants for second Holding Companies, a full grant would be $10K and a half grant would be $5K, so any senate approved trial round should probably be highly restricted. Certainly only for eAustralian citizens to place in eAustralian territory, and maybe limited to a set number of the quickest applicants. It has also been suggested that it be for placement in somewhere like Victoria, which has only the country bonuses, but also low pollution. Either grant could possibly be payable as a rebate on proof of placement.
For the Aviation Industry, this may come this month, it may come next month or later, we just aren't sure. However as we have no bonuses in this, and it is a new industry which nobody will have existing companies for, it may be best to set aside a larger part of available reserves for this. Again, which form a grant should take and whether it should be allowed for overseas holdings, needs to be decided.
Savings
I am actually advising no savings at this time. As we have over 1.5 Million in reserves, and only 1 Million would be needed for a coup, I am advising that contrary to increasing our reserves, we should use at least some of that extra 500K to boost our future prosperity, possibly some now for second holding companies in eAustralia, and definitely some later for the Aircraft Industry. The percentage of this 500K to be used, if any, for each, is something which needs to be discussed and a final figure decided on.

No org increase
No grant on 2nd HC yet
Boss bucks and Tank Bank is a waste of time, scrap them and focus on getting active people
One thing new players need is help starting out in the game, which these along with the JDS can do. We also have the MoEE, which has only asked for a modest budget. What are your other suggestions for getting active people? (apart from making a better game).
(apart from making a better game). You stole the only worthwhile comeback comment that really makes sense.
If you are wanting ideas start with a percentage of the Tank Bank money to fund only the ADF in internal rewards. These can be done in divisions etc. That's right the ADF is our national MU and does not need to be restricted to just helping/building up D1, D2 players. We have guys in others divisions who could make a better contribution into the ADF.
Other than that it is too bloody cold atm to make better use of my brain, rather be rugged up on the couch watching a movie (porn is optional)
There's this certain other MU who's started giving a bonus of 30 Gold for training grounds or contracts to people who consistently work for their commune, maybe something like this could be done for the ADF, not necessarily in the same way, could be just for completing daily orders often enough or something. Based on those who've expressed interest however, there may only be a few younger players who haven't maxxed their training grounds so a Tank Bank scheme may not be that expensive.
In terms of ADF rewards I like the recent soldier awards that MoD ran, maybe something like that could be ongoing, especially for important battles, although number of defeats is more achievable than amount of damage for weaker players.
With the ADF we would know that the gold is not dirty so certain to save the players that received it.
You may have also missed part of the point DPH,
Tank Bank 1 staff minimum
JDS 1 Staff Minimum
Boss Bucks 1 Staff minimum
Granted that position can be rolled into MoF job but this does not happen every month and it will not happen every month.
Consistency is the key here, scrap the excess stuff that is cumbersome and purely doubling up because someone had a flash in the pan idea to start their own new program and start amalgamating these things together.
What would you roll them into. Sponsor a noob maybe?
Possibly they could be rolled all into the JDS to a degree, maybe have donor funds matched with government funding and have a larger reward for the companies and training grounds. We only have one new applicant this month, although once more funds convert to gold, I really should chase up some old applicants who are yet to mark off a few tasks.
Also boosting the ADF with the extra perks.
The loan schemes though aren't a major deal, with Boss Bucks we only had 3 applicants the first month and only one considered taking out a second loan. Boss Bucks and Tank Bank loans could possibly just be rolled into the one scheme, although it would mean losing those catchy names.
We could possibly work on a DoF footer as well, with links to the latest revisions of various schemes, education articles, and external tools.
Roll the 3 programs into ADF or 2 into ADF and scrap one or roll one into ADF and scrap other two, along those lines.
ADF needs consistent leadership and all the above programs require consistent monthly action, by having so many different noob programs they constantly get left for a month or two then come back half arsed. Look at things like mentorship programs that get left behind once we have a new government in. At least sitting in ADF the government might try and be half worried about it. It also gives the government a spreadsheet that magically doesn't disappear after a couple of months then we as citizens can see openly where the money is being spent and not being pocketed by individuals. (not currently happening that I have heard or seen but I know even ADF is not exempt from this with 1000cc grants going missing to fund RW's)
