Update:
Starting with the 25th of September the 2012, the citizens will vote for a Party instead of voting a citizen from a specific party. The members of the party will candidate with the same rules as now to the congress elections, but they will participate in the elections on the party list. The party president will now see all the possible candidates in a single list for the all the country's regions. The parties that are in top 5 on every 24th of the month at 00:00 will be the ones able to have Congress candidates. The party president will choose the candidates on 24th of the month in the following manner:
- Every party can propose a maximum number of candidates equal to the maximum number of Congress seats in that country.
- Set up a national list (instead of a regional one) with all the candidates in the exact order the party president wants them in the Congress. This is very important because the chance to join the Congress is higher for the ones in the top of the list.
- If the party president does not decide the order on the 24th, the candidates will be on the list based on the rule “first come, first served”.
- The Party president can only decide the priority order, but he cannot choose to have less official candidates than the maximum number of seats his country has.
Example:
Party X proposes to its country a list of 10 candidates in a specific order:
1. A
2. B
3. C
4. D
5. E
6. F
7. G
8. H
9. I
10. J
On the election day, the citizen will not see the list to choose a candidate but he will be in the situation to take an easier decision, to vote for a party. If this party will get 50 votes from a total of 100 votes, the party gets 50% of the total votes. As a result, the first 5 candidates on this list will join the Congress.
If the party had only 4 candidates then all will join the Congress but one seat will remain unoccupied and the country will remain with one less congress for that month.

Four years ago, Plato removed the right of individuals standing for Congress, as well as the rights of parties outside the Top 5. Now, power is concentrated even more deeply with the central establishment, with the rights of individual regions being removed and the rights of voters to have any choice in who actually represents them. This is not a surprise at all. True democracy is always too inconvenient for the power-brokers to tolerate and Plato tends to support the rich and powerful.
It is the little guy who misses out and this is the effect of the new changes.

Come on now, given how easy it is to move between them if you wanted to even out the votes to avoid wastage (and that most parties had people doing exactly that) it isn't like they meant anything politically other than needing ≥4 to get 40 winners and >40 for more than 40 winners.
Though the rest of what you type is pretty much spot on (but SNTV did need to die, pity it couldn't have been replaced with open list).
It really depends on the party and the party president. This could also be used as a great way for a party to train up new senators as they are basically assured (if voting works out) that the top few will get in to the senate.
Of course this can also be used to make sure that the ones lining peoples pockets stay in but this will weed out whos doing that. Might even promote some of the smaller parties into the top 5 over time.

Otherwise, the advantage of regions was representative democracy over "smoke-filled rooms". People had a choice of region, party AND candidate and could move to suit.
With the changes, it may be said that it is harder for someone like Pizza to stage a PTO. That will just happen in other ways, like wrecking PP elections ten days ahead of Congress votes. The loss of popular choice in elections is worse.
Continue😛 Now genuinely liked candidates, like Miss Wolf, who would be elected in her own right without a problem, is dependent upon the favour of one person only, the PP. If the PTOers have inserted a hostile PP, then the good candidate is out of the race.
Proportional representation can be evil. We have all seen the farce that it has created in our RL Senate over the last few decades. It elevates a small minority to a position of greater influence than the most (or more) popular party.

PR has its disadvantages (namely letting vocal minorities control things when they get the balance of power and the big parties aren't willing to go for grand coalitions) but two-party systems also have their problems (Australia has a hybrid system with the two-party part dominating).

Sounds very similar to the RL Australian Senate elections system. Senate 'grouping' above the line with a Vote 1 tallied down-ticket.
It appears now more than ever the role of parties and party policy will make more than a presence in public debate - it will be near critical to the success of the system itself and those who play in it. This could be a very good thing.

Maybe they are trying to give a bit more meaning to current PP? At present you can change name & logo of party, select CP candidate and the order of congress candidates, and that's about all. There's no medal, no gold for being PP.
Formerly if you thought you had a PTOer on the list, you could make sure they were bottom, but they would still get their multi-votes. Now that will be harder. As mentioned, this will likely move the PTO 10 days earlier.
I personally don't like this change.
