[DepEd] For the Congress

What are your duties? Well they range from:
1. Voting in important law proposals.
2. Approving citizen applications.
3. Debating with other members of the congress in the congress forum.
4. Staying active and acting as a model for others, especially the new players.
It is very important that you WOULD FOLLOW THE GUIDELINES AND RULES set for all congress members.
Da Rules:
1. Do not give citizenship to anyone unless you have the permission by the NICA, or some other authority, to do so. (according to the Immigration Procedures and Codification Act or HR017)
* You only have 1 citizenship pass to give. So you must be sure that the one you're going to approve is a good guy. To see who has applied and is permitted to join our society, click here. Remember only those applicants given a GREENLIGHT may be accepted.
2. Do not waste your proposals, we may need them.
* Unless it's already the week before the end of your term, never submit a lulz proposal.
3. Vote wisely, the laws would affect all of us and our country.
* To know whether you should vote "aye" or "nay" to a proposal, you should go to the congress forum and check it. If not, you may ask the president and/or the House Speaker to know what your vote should be.
4. Be active! Show up in the meetings!
* Every congress member must sign-up in the congress forum and must be an active asset to the country. We are expecting you to always join in and participate in political debates (at least local).

I couldn't help it, but I just love how some of these guidelines indicate so strongly of central administration. So just to clarify a few things:
- Everybody is free to propose laws as they wish, but be careful when you click the button; undiscussed laws usually go to waste
- Nobody owns your; vote as you wish, but follow your conscience
- Be active and join the meetings! We'd really appreciate that, but if you don't want to go to the forums, showing in irc is just as good alternative.
