Well , it isn't what some party wants it's what is best for the country. Training war is a good deal , but the benefit of that war is for both sides. I can't understand why eArmenia should pay for that.

IF you want to do something at least do it Right as we can all see eGeorgia has more Citizens then eArmenia to make a Declare war Law you need to give 200 gold and 10% gold of players of the Country that Attacks that are higher then lvl 5.So in this case eArmenia is supposed to make the Law and not eGeorgia.

if there was a NE proposal at there, you might be right. but we don't know what happens if we attack to georgia and lose it. if it was a NE, we can surely say that armenia will attack to georgia. but its a declare war proposal and its not guaranteed that georgia can attack us if we lose the first battle. cost of declare war for earmenia=204 gold. we will pay 102 golds to georgia. so nothing changes for us, just they will pay more.

There is no Difference if two Countries are in War with Declare War Law or by NE War it is a War the Difference is that you need to pay gold to Declare a War.I don't that we will pay the same amount if we propose the Law. Why? Well Egeorgia will need 400 gold to propose it we need 200 gold as you said in that Case we will need to pay 50 gold as we will have 3 regions to Liberate.and they will have more bonuses at that time.
So if we pay 100 gold for 400 then it is Logical we to pay 50 gold for 200. Don't you think but to do something like that you need to have certain Skills and also what are 50 gold for you?? After all that is not your Gold but to the Country.

If you can not see the difference between training war and removal from the map, then we don't have much to talk about.
Georgia has military potential comparable to us, so we can get back our regions in RW. TW with strong countries like Russia or Turkey is suicide.
