doesnt rule 2 kinda mean you cant have a speaker due to the fact you have contradicted against the fact there are no game mechanic to vote a speaker in or vote one out ?
Thus i believe your own rules have worked against you and this legislation isnt allowed to pass
All this is is a written understanding between players, to have an agreed way to stucture congress. There is no game mechanic that prevents players from running meta-elections in this way. Yes there is no way to have an ingame vote on this, but there is no need for one.
Examples of the kinds of laws which congress has passed in the past and this clause is intended to prevent, are laws where congress has actively legislated against game mechanics; such as trying to force congresssmen to adhere to the decisions of a CS committee before granting it- is unenforceable under game mechanics.
Electing a Speaker and having some structure to congress doesn't contradict the game mechanics (of which there is only one, the system of voting on laws), it works in support of it.

Oh - and just a small observation (following the comments made during the election regarding activity)
Turnout:
UKRP> 12/12 [100%]
BP> 3/8 [37.5%]
Nah turnout for UKRP was 8/12
Apologies - my old eyes failed to differentiate between the two different shades of BLUE (at early O'Clock in the morning)...
A 66% turnout for UKRP Congress is nowhere near as impressive as 100% - but still noticeable better than 37.5%......
I'll try to mark the contrast between UKRP and UKPP blue easier to to see in the next report

I'm in Congress, don't plan to vote on these things, but I'll vote this article, looks nice.
Generally this looks fine, although I'm a bit concerned that this opens the door to the country getting bogged down in swathes of unnecessarily complicated meta-legislation.
PS what constitutes a "supermajority"? 66% of voting congress members?

Shouldn't lead to too much complication hopefully, it'll take congress to decide whether something is over-complicated or not, but I'm right there with you in not wanting us to get bogged down in unnecessary stuff

I think it's a good move to have some form of Congressional legislation in place atm lest Congress forgets how to function. The standing orders are a point we should revisit (althoug it's wise to be wearing of putting up too much meta-legislation).
