[Congress] Definition of Debating section

Greetings, citizens of Netherlands,
DaanHQ requested the following debate be opened.
We had an earlier debate about the Definition of Congress sections on which the vote failed. Having looked at the objections and adapting the proposal accordingly I would like to propose the following as replacement of Chapter II, Article 6:
1. Debates will be opened in the debating or private section of Congress.
2. The debating section of Congress consists of in-game debates for instance started in the "UNL Binnenhof" newspaper articles, articles from CM's, or even discussions in the national feed"
3. The private section of Congress consists of in-game messages including all Congress and Government Members.
4. The article or first message will detail the reason for the debate.
5. After a minimum of 24 hours of debating, Congress Members can open a vote in the voting section of Congress, as laid down in Article 7.
6. If no vote on the topic has been started after 168 hours, and 48 hours have passed since the last comment, the (Deputy) Chairman of Congress may choose to close the debate.
7. The classified information in the private section of Congress can be disclosed by the (Deputy) Chairman of Congress or by a majority vote in Congress.

Don't see any improvements compared to the current version.
Seems like the downside of the previous proposal is taken away while maintaining in-game as the place to use for discussions so I agree on this version.
The only 'problem' is how debates in articles of CM and in the feed are archived. Doing it by the official newspaper is still the prefered way.
I can imagine that with feed discussions as you need to copy paste I suppose as they vanish out of sight. No clue what happens if you store a link though. Articles I don't see an issue as the ones years old are still visible. Maybe if a player has its account removed but other than that?
