But what does this mean?
First, this does not mean that the Bloc is in favor of buying a Q5 hospital for each province tomorrow. There is a monetary cost to this, and the Bloc acknowledges the reality that that is not possible at the moment. The Bloc cares about Health Care for All, though, because it cares about all eCanadians, and it cares about keeping eCanadians more engaged and active.
Let's look at the numbers. As of the time of this writing, 1038 eCanadians do not live in the "fortress" provinces of Alberta, Ontario, and Quebec. Twenty percent of eCanadians do not have access to a Q5 hospital. This is in spite of an active government policy to move people to a fortress province, and in spite of the fact that as far as gameplay goes, it makes no difference whether someone lives in the Northwest Territories or Nova Scotia. By the way, does anyone question the expense of maintaining a stock of moving tickets?
Clearly, there is a reason that people cling to their provinces. As much as we try to dismiss RL politics and issues, some of that is transferring into the game because the New World was originally modeled after the real world - witness the rise of the Union Nationale for example.
The Bloc chooses to acknowledge reality, and encourage it. I am proud to represent British Columbia, for example, and many others are proud to represent their provinces in the New World. Rather than work off that enthusiasm, the government discourages my enthusiasm by not letting me fight as much as I can, not letting me contribute as much as I possibly can. We talk of a baby boom, but once one happens are we prepared to keep those new players in - or will they show up as numbers, only to die off from boredom two weeks after birth?
The Bloc believes that the government should encourage whatever reason people become initially engaged in the New World. One way that the government can do this is to drop the fortress policy, and begin working to build Q5 hospitals in every province.

So many new aspects are coming into play in V2, and many have only been explained in overview, that it's hard to precisely anticipate all of them. I think that durability, like many aspects of V2, cannot be truly understood and mastered until V2 happens. Another aspect of hospitals in V2 is coverage, wherein a region may require more than one hospital in order to support all citizens within it. We may end up having to build 10 hospitals anyways in order to maintain our populations in Alberta, Ontario, and Quebec, and so cost would be moot whether we keep the fortress strategy or not.
But that's in the future. Let's talk now. Is it better to prepare for V2 by saving money, or is it better to prepare for V2 by ensuring that all eCanadians are happy and participating so that we have as many people as possible to work on the changes in V2? I believe the latter. If push came to shove, we can always buy, raise, or borrow money quickly - but we cannot buy, raise, or borrow an Engaging and Entertaining Environment that way.
Haha good luck on that. Fact is its tough enough to get a q5 in B.C.
