The law is a product of life standardization. In eRepublik the control over law observance cannot be carried out completely, but the realizable control is distributed between country administration and game administration.

Is it correct, that ¼ of the board time is spent for rebuilding of government structure and adjustment of process of document circulation?! Calculations show that 3 months in a year our country almost without the control.

I guess we already have a bit of Standardization with the 4 Government Orgs:
CNB - Financial
Vlada Ceske Republiky - Governmental
Ministerstvo Prumyslu - Industrial
MoD - Martial
And the forum is supposed to serve as place to discuss things outside the 2-day life of articles in the media.
It might be worth to expand on that, and maybe offer clear functions for Congress Members and Party Presidents as well.
All 4 Government Orgs work with standardization independent. They create standards for themself. It sounds good, but the begining of the beginings is the minister's functions. I offer to create duty regulations for each minister, which must be accepted by congress. It will help to make adjusted system of country management, exactly in time of collect of the ministry cabinet.
