Easy Company Commander Gnilraps

Currently a discussion concerning the Office of Militia Support (OMS) is underway; started by Gnilraps, the current Commander of Easy Company (EZC); one of the oldest and strongest of the Militia who remain independent. The Ultramarines, Seal Team 6 and the OWLS having been rolled into the United States Armed Forces (USAF), which became the ‘official’ military of the Government after the JCS debacle and their revamping as a Militia. The Stevens Administration believes that OMS has reached the end, that it is no longer desirable to take young Military Units and through OMS funding grow them into damage delivering war machines like EZC. Just ask Gnilraps if EZC would be where they are today without OMS funding? Now that the Militias which are favored by the ‘meta Government’ are receiving 4 times their old allotments as Divisions of the USAF, they wish to cut off new MUs from being able to doing what EZC has done, what the UM, ST6 and the OWLS have done; that is to grow into War Machines capable of snatching away a Battle/Campaign Hero Medal from the favored select few ‘metagamers’ who have theirs paid for by the Government Tanking Fund. OMS General Principles

1: OMS must maintain safeguards which will protect the Military interests of the eUSA
2: OMS should be open to a wider variety of MU’s than in the past
3: OMS should never become a point of political leverage
4: OMS should not be open to participation by known enemies of the state
5: OMS should be governed by an established set of procedures to maintain accountability
6: OMS should continue to be a combined operation between the Executive and Legislature
7: OMS should be designed in such a way as to increase the potential damage of affiliated units.

To these ends,

Orders accountability:
An OMS deputy shall be granted a "2nd Commander" spot in any OMS-funded Militia. This enables OMS to do random "spot checks" of Regiment orders, ensuring that they are in line with NSC priorities.

Discussion about this included the possibility of having "standing invites" open to OMS Directors instead. This is an acceptable alternative unless the affiliated MU has more Regiments than the OMS has deputies. This is because an MU cannot sent an individual more than one invite at a time, once an invite has been sent to someone from an MU's 1st Regiment, that same person cannot receive an invite from any other Regiments in that MU.

So affiliated MU's with fewer Regiments than OMS has deputies should be able to work with the "standing invite" policy, insuring that an open invite to all their regiments is open to all their regiments at all times. But if an MU has more Regiments than OMS has deputies, OMS should be granted (at least temporary) access as 2nd Commander for the purpose of checking orders.

Improving MU Infrastructure:
All participating MU’s will receive a set portion of the OMS budget based on the number of members they have in commune jobs. So if OMS has $100,000 budgeted for the week, and 6 MU’s have a total of 100 communed members, each communed member will “earn” a $1,000 share of that week's’ budget. Thus, if MU #1 has 14 communed workers, they will be apportioned $14,000.

However, the distribution of that $14,000 will also depend on the commune infrastructure itself. So that if an MU already has all of its members in Q6 Weps or Q5 Food communes, they will receive 100% of that $14,000. But if an MU does not have 100% of its commune workers in Q6/Q5 communes, then between 25%-75% of the weekly portion will be put into a OMS Gold Savings Account. The amount depends on how much is needed to upgrade the infrastructure.

The Gold Savings Account will be kept with a ledger showing accurate records of all deposits. If at any time an MU fails a probationary period and is removed from OMS, all money in the Savings Account will be returned to the CBO. An amount of 5 Gold will be distributed to the MU’s Commune holder as soon as the Gold Savings Account shows 20 Gold in that MU’s ledger. When a 44% upgrade sale comes, and if an MU has not suffered any probationary periods, it may withdraw all of its Gold in order to upgrade to a higher Q commune.

This system provides both fiscal accountability as well as the potential to assist cooperating MU's in developing their ability to provide damage-inducing weapons.

OMS Standards:
Any eUS-based Militia may apply for OMS support provided it meets the following requirements:

1 - It harbors no known enemies of the state
2 - Its CO is cleared by the CIA
3 - It has at least 15 members who make 25 kills, 6 days/week
4 - It either has communes or provides a plan showing when those communes will be purchased (the plan may include OMS funds).
5 - It agrees to the rest of OMS policies

Discussion on this matter revolved mostly around the number of active members required for OMS membership. 10 seemed too low. But if the number is moved too high, it seemed to spoil the notion of OMS being a program designed to assist in growth and development.

Average kills/member seemed like a bad idea simply because one person can terribly skew those numbers quite easily. So asking a minimum number of members to reach a minimum number of kills is the best way to gauge the relative activity of an MU's membership, and a fine standard for OMS.

OMS Org put to use:
A government org will be earmarked for OMS use. This org will be the holding place for Savings Accounts. This will give the Executive branch the ultimate security, as the Executive holds the email accounts for those orgs. This org will also be the primary instrument for converting the cash into Gold for the participating MU’s. The org newspaper will be used to publish data pertaining to participating MU’s and can be a tremendous tool for their recruitment and marketing.

If the Government is going to fund certain MU's it is in its best interest to help promote them. An org will help, not only to keep finances secure, but also to help publish information about affiliated MU's.

OMS Orders dissemination:
An alert system will be put into place by which the NSC or representative, the OMS Director or representative, or any designated member of the Executive will alert all participating MU’s when important battle orders are established. A prime example of this is when the NSC has determined that we should fight against the eUSA in a particular battle. These orders are to go out ASAP via ingame message thread in which every OMS CO is included. This will mandate that friend requests be sent and accepted so that CO’s are friends with OMS director/deputy, NSC chair/deputies, Executive/etc.

Many will argue that IRC ought to be the standard for participation, as it is the easiest way to manage information available to multiple users. However, speaking from experience, I can tell you that IRC is NOT always an option. I routinely set EZC DO's via my smartphone. I cannot do this according to current NSC policy, since I need to log onto IRC in order to find the orders bot. But if I received important orders in my eRep inbox (or if my Captains received similar PM's from NSC/OMS), those orders would be in the best possible location to increase their potential for being followed.

Bottom line, NSC/OMS needs to deliver important orders directly to player inboxes.

OMS Authorization Law

Description: This law will regulate the running of The Office of Militia Support

Section 1: OMS Set-Up
OMS will be placed under the DoD, and will answer to the SoD and POTUS. A director must be appointed each month by the SoD or POTUS. The director will serve a one month term, unless they resign or are fired. The director may appoint up to two deputies.

Section 2: The Director
The Director of OMS will have the power to regulate the funds handed out to militias. The Director must use all of the money supplied to him/her by the Congressional Budget Office. The Director is required to do the following:

*Set up a document that will allow the POTUS, SoD, and Commanding Officers of the funded militias to see the following information:
- Militias being funded, and how much money they are receiving.
- Rules and regulations of OMS
- Current inventory of the OMS org.
*Request funding weekly in the CBO board.
*Keep in constant contact with COs to determine the state of the militia and any problems that can be solved.
*Request permission from POTUS before using any reserves in the org. This includes money, GOLD, and items.


The OMS Director can require the following from militias:
*Evidence of deployments, supplying members with weapons and/or food.
*Weekly income and costs to determine funding.
*Rosters that show active militia members.




In order to be funded militias must meet the following requirements:
* 40 active members.
* Daily orders
* Active communes that supply members with weapons and/or food. Must work 3 days in 6 or 4 days in 7.
* Must have an eUS based MU that fights following orders set by the NSC. The militia may have other militias in other countries, but the OMS money can only go to the eUSA based one.
* POTUS can cancel a sponsored deployment due to operational needs.

Section 3: The Militias

Militias must follow these rules:
* Militias will not get more money than needed to break even, or until cap is reached.
* Militias are required to have orders every day. Even if those orders are to simply follow DoD orders.
* Militias must follow NSC orders 4 days in 7.

Section 4: Recommendations

Limit Roster size to 250 members on 146600 line item budget.
EZc 100 max roster
ST6 100 max roster
FST 50 max roster
