[AMD4CP] The Meaty Bit: Policies and Manifesto

Good afternoon my fellow citizens. Today I’d like to talk about some manifesto and policy points. Obviously our major aim will be ensuring a smooth transition between Presidencies and setting up the structure of Government into more of a Cabinet based approach.

That said there is also a treasure trove of Spamican Policy developed over the last six months which I would like to implement!



Domestics

Domestics are vital - new players are like gold in eRep so we should be making their early days in the eUK as easy as possible, whilst encouraging engagement in eRep and the eUK.

Ministry of Health

Firstly I’d like to announce that Select28 will be taking over as Minister of Health. The brief he has had this month is to head up a brand new department. We plan to nationalise and combine the existing schemes of BUPA and the NHS into providing and organising care packages for our newer and younger citizens. MIK as vCP will work with Select on this to ensure a smooth transition, and Woldy as MoF is in a great position to take stock of the funds held in trust for health schemes.

New Player Guarantee

Government will GUARANTEE that every new registration to the eUK will be contacted within a week of starting. They will be provided with a starters bundle consisting of:

1000 energy of food.
20 Q7 guns.
A named Mentor.
Links to tutorials from their mentor.
A one week check in and two week check in from their Mentor.

This will do wonders for encouraging engagement in the early days. This will be done in a bi-partisan manner, promoting the work of the government and eUK across a wide spectrum. Let me know if you want to be added to the mentoring team.

Wiki Renaissance Fund

The Wiki Renaissance fund will be a small envelope of funds used to reward wiki editors for updating eUK pages, including tutorial materials.
The Wiki pages are a great resource, but long neglected. New players signing up today try to use the wiki and find it out of date, so we have to do everything we can to encourage contributors to update key pages.

This includes the eUK tutorial, which will be built upon and added to, with ingame articles summarising key themes so new-player assistance is always close at hand, for whoever may find themselves for mentors and mentees alike.

Community Rewards

We will implement the community rewards framework listed here: Community Reward Framework

This is another initiative to try and get newer players engaged and also serves to make sure we are resourcing new players as well as old ones.

Finance Reporting and Established Funding Streams

A framework of orgs with defined purposes will be confirmed by the Government for budgeting discussions, which Congress can provide feedback on and add to. The MoF will provide income breakdowns to inform budget and financial discussions in Congress and for the public.

Regular Comms and Games

We will work hard with the Press Secretary and through established media channels to let people know what we are up to, and to build more competitions and games into these interactions.



Military

Medal Running/Sniping

We will ensure the Minister of Defence is an active eUK player and that all subsidy requests, bounty claims and overhitting reports are responded to within days. We have already gotten successes in Congress by shining a lot on the backlog and pushing the Government to get it in hand.
As well as guaranteeing an active Cabinet, we propose a points based system to manage Overhitting and Sniping in eUK Div4 and Air battles.

A points system will be trialled for managing overhitting as discussed in: Guidelines for Fighters and Pilots.
This is an approach born through the Spam Policy forums and is based on the premise of gaining points for breaking guidelines and being able to pay to remove points - like a driving licence. The MoD will re publish this on Day 1 for any confusion.

Updated Bounty Scheme

As previously discussed we will be introducing bounty payments for those who take medals from attempted UK battle medal thieves across all the divisions.

Single Source of Truth

Reward schemes and their criteria will be consolidated into a single paper so people know where to find them! Orders will be reinvigorated via an eUK orders portal and MU coordination group.



Foreign Affairs

Alliances Review

On two separate occasions in the previous months the eUK has been subject of a declaration of war, these were only avoided as those proposing them were outpaced by global events and shifting regions. This has shown how thin the line is that stands between our verbal agreements with TWs and a legitimate threat to our nation. This shows that there are two problems we have if this were to happen again in the future:

It is not enough to have friendly relations for training wars to protect ourselves.
We have no plans in place in case a DoW passes.

So my view is that we approach similarly minded neutral nations who are TW focused and we form defensive alliances so that in case any of us are under the same threat then we are able to assist in the defence of nuisance invasions. This will give nations a second thought before blindly throwing up threats of invasion with no forewarning accompanying it.

In practice and in respect of Congress this means the MoFA will work to define all the eUKs options in regards to alliances and formal/informal agreements to present them to Congress to move the debate forwards.

Regional Agreements

The status and circumstances around each region the eUK occupies, and those eUK regions which are occupied by others, will be recorded with copies of any agreements. This will allow Congress to discuss and scrutinise foreign affairs. A particular focus of this will be Northern Ireland, in which MooMoo’s experience will become invaluable. It will also mean the agreements are to hand if they are needed in the future and will provide both parties with a reference point.

Immigration Agency

The eUK is becoming a hotbed of media and political activity, we think there's an opportunity to grow by appealing to players abroad who may miss these aspects of the game, so will publicise the eUKs merits overseas to see if it generates interest. The more the merrier I say! We have had an influx of fantastic foreign players recently who have all gone towards reviving our community.



These form the bulk of the ideas for this month ahead and I plan to at least lay the groundwork ready for a full implementation in the future.
Again, nothing scary, all achievable!
