[FRERK] Part 2: Domestics and stuff like that

Dear citizens of the United Kingdom,

Here comes part two of my manifesto in which I will publish my plans, ideas and experiences about domestic situations and the Ministries surrounding those. For the first article which includes my resumè please go here.


Currently the British Domestic department consists of one large ministry of Home Affairs, a Ministry of Recruitment and a Ministry of Legislative Affairs. I feel this creates a situation where too much under-ministers exist and too few ministers to guide them. My solution is simply put installing a third ministry; the MoComms. This ministry will do exactly what it says on the tin; communication.




Ministry of Home Affairs
The Ministry of Home Affairs will be tasked with entertainment and projects. Their job will roughly be making the UK a better and more fun place to reside in.

NNA
The National Newspaper Association is an existing weekly summary of the British media, whilst also awarding journalistic awards. The NNA will also be handed responsibility for the publishing of summaries of the Games and Lulz department (including moar Horice).

Games and lulz
The eUK forums are our nation’s main form of communication. It’s where both the House of Commons and cabinet reside, alongside where our parties mostly operate. It is therefore essential that we promote the forums at every possible moment. We propose that a great way to encourage activity is to continue offering games, competitions and awards, run directly from the MoHA as to ensure that we all have a good time.

Wiki
The official eRepublik wiki is another source of information for new and old players alike and it will be part of the ministry’s job to keep the UK and UK-related articles as up-to-date, accurate, understandable and concise as possible.

Honours Committee
An already existing committee that is sadly not very active. I wish to reactivate this committee and start awarding our nation’s citizens for their contributions to our society.



Ministry of Communications

Guides
The Ministry will be tasked with producing and promoting various guides to help out new players and teach them the workings of the game, these guides will be available on the forums and periodically published and republished in game.

Mass Messaging
The real meat of the Ministry, sending hundreds of messages out to our citizens to tell them about the wider community and its opportunities and encouraging them to take advantage of them.

Mentoring
For many new users then, a message from a Ministry of Communications worker will be their first real contact from the UK community, so it makes sense that these workers are amply equipped to guide our new citizens into the community and answer any questions they may have.
Completing the stages of the mentoring process(tutorials, forum/IRC registration etc.)will award users with bread and weapons, to help them out maintaining their wellness to increase their productivity.




Ministry of Recruitment
This relatively new ministry has had a rocky start and many are calling for it to end entirely, however given the potential importance of gaining a larger population I think we owe it to ourselves to give it another go. Many members of our community have had some success at their own recruiting efforts and many more have ideas that may be worth a shot, so as well as making it’s own efforts to recruit new citizens the Ministry will support and build on the ideas and attempts of the community as a whole. So if you have an idea and you don’t think you can do it on your own, take it to the Ministry and they might be able to help.



Ministry of Legislative Affairs
This quite old ministry coordinates and supports the legislative process of the House of Commons. The ministry is doing fine, but there still are a few things that I wish to set up and have altered.

With the Inci-Turks requesting asylum and economical support here it became clear that some of them already had citizenship and were even elected as Members of Parliament. I believe it’s more necessary than ever to have a good working committee which coordinates congressmen and our intelligence assests, to minimise the risk of allowing potentially dangerous people influence over our political system through citizenship. Also, we can never prevent an already elected member of parliament of handing out citizenship, but we can however prevent such candidates from running in the future. Traditionally this has been solely the domain of the party presidents - examining their candidates and running “blockers” to prevent undesirables from making it to the ballot, but with five lone individuals this is not always ideal, particularly with our low population. So I would like to see this committee or another assist and coordinate with party presidents in examining their candidates and running blockers, calling in the Army if so needed.

The other thing I would like examined is the way “eCrimes” and congressional penalties are handled. The current “blacklist”, where known PTO-agents and traitors are listed and banned from attaining citizenship isn’t exactly working out, at least so far as our own traitors and thieves go. The flaw that exists here is that we can not really punish people who never leave the UK, or have already gotten their citizenship, we’ve seen that it has very little if any deterrent value, there is no form of rehabilitation or restitution and doesn’t even mete out any satisfactory punishment or retribution. Instead we should look to make use of heavily restricted access to the community, with fines and probation periods. This system was administered in the Netherlands and I saw first hand that it can work very well.



Ministry of Technology
The Ministry of Technology was abolished not that long ago, but one that I am especially fond of. As I was formally part of the MoTech myself in the past, I understand that near unlimited possibilities can be created to help further develop our government and country. For example, the army hub has recently come back into service again after a period of API failure, and has become an instrumental force in the successful management and efficiency of both the eUK and eNZ Military forces.

The MoTech will be tasked mainly to develop a hub specifically designed for both the MoHA and MoComms, that will allow easier management for the administration of the mentoring, PMing and gifting campaigns.
