This is Part 7 in a 10 part series called How to Succeed in eUSA.



The Earth follows a cycle around the Sun. The Moon follows a cycle around the Earth. And in eRepublik, the game is governed by the endless repetition of three Political Cycles.


Country President (CP)

I start here because it is really the most simple. Practically anyone can run for CP. And on the 5th day of each Calendar Month, each eNation elects a President. But it isn’t merely as simple as running and collecting votes. A CP must be endorsed.

There are a maximum of 5 endorsements available for CP each month. This does not mean that every election will have 5 candidates (because once endorsements are locked, a CP candidate can still drop out leaving a slot empty). But it does mean that without an endorsement, there’s no real campaign.

What’s an endorsement? Every CP must have an ingame Political Party officially endorse his candidacy on the 3rd of the month. The top 5 parties get dibs to the 5 endorsement spots. If two of the top 5 Parties endorse the same candidate the next largest Party has a chance to fill the empty 5th slot with their endorsement. And so on.

Winning a Party endorsement is either an art form, a business proposition, a political deal, or a social victory. It will not happen without significant effort in one or more of these four arenas.

If you are serious about running for CP, start planning at least a month early (and not until you think you’ve got a legitimate chance of winning). Talk to a lot of people about your ideas. If you keep getting talked out of it… well… probably wait.

The CP has power over many National game controls.

He can propose laws:



As you will see below, the list of proposals available to the CP is different than those available to a Congressman.

A CP can also set the Campaign of the Day.





And a CP can tinker with the Government “Titles”.


Lastly, a CP can vote on law proposals.

One little note about being CP. It is fairly common knowledge that if you are the CP, Admin will permit your account to be logged-onto by other eReppers (whom you trust with your access). This is due to the fact that being CP can often require attention 24/7. Nobody needs to be playing this game all day for a month. So Admin allows a polite dispensation for account sharing of the CP’s account.

Party President (PP)

The PP cycle comes on the 15th of each month. Any Party member can candidate for PP.

The PP does not actually gain too many ingame controls. He alone sets the Party endorsement for CP.


After clicking the “Propose Candidate” button, the following dialogue appears:



This is where Gnilraps can be proposed as candidate for Country President. (Other options are available as well.)

The PP also sets the priority list for Congressional candidates.

And of course the PP gets to determine which other Party members receive ingame Titles (which do not offer any actual functionality ingame to the members so assigned).



We’ve already discussed the importance of the CP endorsement. Most PP’s will set the endorsement based on some kind of meta-game primary system, though nothing stops the ingame PP from doing whatever he wants.

Similarly, the slate of Congressmen which a Party elects to Congress is controlled by the PP. He may call upon the Party members for input in determining that list (or he may turn that power over completely to a committee or Cabinet member), but the mechanics of setting the list itself must be manipulated by the PP.

But beyond the ingame controls, the PP usually gains some prominence due to his platform as representative. For one thing, the PP is often used as the first point of contact for a Congressman who is looking for voter support on a Law. The PP is often called upon to serve as Vice President to a CP hopeful. PP’s get asked for interviews, opinions, favors, and all kinds of attention. If you work it well, the PP spot can be an excellent launch pad for a CP run.

Congress

The eRepublik Congress is a virtual assembly of players who have ingame controls for voting on Laws. Laws in eRepublik govern a Nation’s Tax Code, International Policies, Military Campaigns, and so on. Being elected Congressman is the only way to vote on these Laws.



A Congressman can resign if he wants to (and must if he changes citizenship mid-term). Notice the two circles next to “your proposals”. Congressmen only receive two opportunities in the month to propose a law. Once they are spent, no more proposals may be made.

Donate - a Congressman can propose a donation from the Country Account to any other organization - domestic or foreign. The money comes out of the taxes that have accumulated or any Gold that exists in the Country Account.

Issue Money - this proposal allows a Congressman to set an amount of USD to be created into the Country Account in exchange for Gold which is removed from the Country Account. The exchange rate for issuing money is always 200 USD/1 Gold.

VAT & Import Taxes - here is where a Congressman proposes a new tax for a particular industry. Only one product type can be proposed at a time with this dialogue, so if a Congress wants to adjust Import Taxes across the board, multiple proposals must be made.

Work Tax - fairly obviously, this is where a Congressman proposes a new Work Tax rate.

Minimum Wage - also obvious.

President Impeachment - self-explanatory. However - it is worth mentioning that after an Impeachment law is proposed, 7 days must pass before another Impeachment law can be proposed. Most other proposals can be made 24 hours after a prior similar proposal.

Provide Citizenship - clicking this button takes the congressman to the following screen:

Notice that a Congressman only receives 7 Citizenship passes in a term. This number can change based on the population and number of Congressmen (see John Largo's comment in the thread below).

Natural Enemy - a Congressman may propose a NE against another country.


Once a law is proposed, every Congressman gets an alert.

If the Congressman clicks on the “Proposals” link in the alert, he is brought directly to that proposal:



Once the Congressman votes, The red and green buttons will become gray:



All Citizens can see the list of Proposals and the voting results.


There is no way, however to know which way a particular congressman voted unless the vote was unanimous.

Congressional Elections come on the 25th of each month. Candidates can sign up throughout the month, but the PP will establish the available candidates into an ordered list based on desirability. This takes place on the 24th. It is not possible to sign up to run for Congress on the 24th or 25th.

On the 25th of the month, Citizens cast their votes for one of the Top 5 Parties. What they are voting for is a greater percentage of that Party’s candidates to be elected into congress. However the votes are divided among the top 5 Parties is how the congressional seats will be divided.

Yes, this means Political Parties not in the Top 5 cannot run Congressional candidates. However, deals are routinely made among smaller Parties to send one of their Party members into a Top 5 party so that he can get elected to Congress. If done right, a move like that can bring more votes to the host Party, potentially increasing their share of the vote total.

It also means that if you want to candidate for Congress, you really have to get involved in your party or else give the PP some really compelling reason to rank you high enough on the priority list to get in. Part 5 of this series on the Game and Meta-Game contains some advice.


General Rules

*Only Congressmen can grant eUSA Citizenship to an immigrating foreigner.

*If you are running for Congress in a Top 5 Party, don’t leave your party, you will lose your slot.

*If you are running for CP, you must be a member of the first Party to endorse you. Only after you’ve got that endorsement can any other Party endorse you. If the endorsed candidate leaves the Party which first endorsed him, he will lose all of his endorsements.

If you are running for PP, make sure your schedule in the upcoming month can accomodate the work needed from you, especially around Congressional elections.

*This is just as true for any elected office.

*Getting elected to Congress and CP are medals, so they come with a 5G prize. Not so for PP.

*What comes around goes around… very quickly in this game. 1 month is a very short cycle.

*In eUSA, CP is often also referred to as PoTUS. You can figure it out yourself.
