[PNhr] Congress Decides: Taiwan's Peace Terms

This series of reports concerns a pair of votes, both ongoing, in which our newly elected Congress will decide the fate of our nation in the near future, and possibly in months and years to come.
Wow, that sounds important! What is it that's going on?
To explain that, first, a little background.
Since January of this year, Japan's regions have been occupied by Taiwan. During May, a series of Resistance Wars freed three more regions, and Taiwan has made no attempt to recapture them. In order to finally come to a peace, the Presidents of both nations have proposed terms to their legislatures.
1. Taiwan's occupation will be lifted from all Japanese regions except Chugoku, and will not be resumed.
2. eJapan will pay 450 Gold in compensation to eTaiwan.
3. The region of Chugoku will be rented on a monthly basis by Taiwan, for a sum of 20 Gold for the second month, 30 for the third, and 40 Gold thereafter. No rental payment will be made for the first month after the agreement.
4. Taiwan will remove their objection to Japan joining TERRA or EDEN.
5. eJapan will help eTaiwan keep control of the territories of South Korea.
Already there's quite a bit of controversy over this. Former President Alfred Ball's article opposing the change rose to fifth most popular in the country in a matter of hours. So please comment: Is this a good deal for eJapan? A bad deal? Even if it's a bad deal, if the alternative is war, should we take it anyway? FNN wants to know your thoughts.

Peace would have easily been accomplished because Taiwan is nearly broke, that's why its trying to bully money out of Japan before the next election. It has no military strength to hold Japan anymore, and an Eden blacklist is a joke since only China has a military to speak of. USA's next CP could easily have helped, since eJapan sympathizers would be coming into power.
Giving in to Taiwan's demands just stinks of lazy government and poor leadership.
