Domestics and Economics.

Part one of two of my manifesto details some new ideas for policies in the domestic and economic side of government. Following this, a foreign affairs and military manifesto will be released and after that the cabinet list. These manifesto is somewhat lengthy, so if you do trudge through it all you deserve a gold star. Obviously, doing so will give you a good idea of what you are voting for. Just like in real life. However, if you don't feel you have the time there are some pictures that some it up. (I didn't make them, but I did try to make some. They were just naff.)

It's also worth mentioning that if it isn't mentioned, it won't be changing. For example, ideas such as the gifting scheme and monarch week will remain unchanged. Partly because they are already pretty good, and partly because they are legislated.

Domestic

Rearranging the Cabinet.

Different Prime Ministers like to run things in different ways, and for Jamesw, he enjoyed a large cabinet doing a plethora of tasks. Myself, I prefer a more streamlined cabinet in order to optimise communication and efficiency.

This month I shall try and dispose of some of the bureaucracy and centralise the cabinet. Everyone will have clearly defined tasks and each minister shall have individual mini meetings with me throughout each week in order to keep us dynamic and up to date. So, in my Cabinet I will make use of the following ministries;

Ministry of Legislative Affairs- Deals with the pesky commons and the peskier Lords.
Ministry of Foreign Affairs – Corresponds with other countries to keep us up to date on foreigners and foreigners up to date on us.
Ministry of Employment – Will run skill 0 companies and our Q5 companies.
Ministry of Finance – Runs the Bank of England and deals with our finances.
Ministry of Home Affairs – In my opinion the most important ministry, which deals with all of our domestic affairs.
Ministry of War – This role will be spoken about in the next manifesto.

The Ministry of Home Affairs.

The Ministry of Home Affairs is very important, it covers recruitment, retention, information, and social schemes. This will be the largest ministry and the Minister and his Under Ministers will have to be highly active. A large cohort of apprentices will be needed and involvement in this ministry is a great way to become further involved in the eUK. Unfortunately since it has been split up it has been stricken by inactivity, and hopefully bringing it back to the large dynamic ministry it once was will solve this issue.

The Ministry itself shall be split into several departments. Obviously the intricacies will be at the Ministers discretion, but there shall be a Department for Recruitment, in order to carry on the fine work of the Ministry of Recruitment in attracting people to the eUK and maybe even getting a baby boom. There will be departments for mass PM’ing and entertainment, but huge emphasis will be put on education. Educating our newer players is absolutely essential. Each and every one of them must be messaged so they can get to grips with the game. They must be messaged so they know about the forums and IRC. They must be messaged so they know to move to London and learn how to fight.

This Ministry will also be very important when V2 arrives, and will act as the source of information for new citizens. Keeping in mind that everyone will have to be updated on the changes that V2 will bring, the Ministry will be very important when it comes to gathering and publishing the information to ensure the public know exactly what is what.

Information

Making sure the public know what’s going on can be tricky. And a lot of people outside the forums don't care what’s going on. So, as always I shall be releasing short updates on issues both domestic and foreign in my paper, but a more detailed report shall be drawn up for forum users to be released on a weekly basis in the forums. It shall be released in Public Discussion so everyone can talk about it, and the ministers can hop in and join the discussion. This will be especially helpful during V2 when getting to grips with the new rules will be a large task for all of us. These discussion threads can facilitate great progress in unfolding what V2 may throw at us.

The report shall consist of updates from the ministers and spending figures. It will also give the public an opportunity to chip in with any new ideas and get a good idea of how the government works. These reports shall be made by me and the Minister of Home Affairs, with correspondence from the rest of cabinet. Prime Ministers Questions shall be expanded to include the entire cabinet for questioning, and shall continue to be held weekly, if not for information, for at least a spot of entertainment out our expense.

New Faces

Political stagnation is something that can begin to affect many countries, with a lot of talented people holding nothing more than Under Minister positions, because cabinet members rarely change or old ones are recycled. I am pretty guilty of this myself, having been Minister of Foreign Affairs for quite some time. To tackle this issue, I hope to bring a lot of newer faces into cabinet, to tackle a new face of erepublik with a new era of enthusiastic politicians. Having served in numerous positions myself, I will be able to guide them through any rough patches, and there are always older forum users willing to share their experience in the unlikely event some of them have any trouble. After all, there are people with absolutely fountains of experience that still have made it into cabinet yet, and these are the people I hope to find.



Economic

Ministry of Employment and Land Workers

The Ministry of Employment will run skill 0 companies, in order to ensure employment for our new players, and it will effectively run our Q5 companies to ensure we have at least one hospital and Defence system ready for V2. This I feel is important as the rules for Hospitals and DS’s are changing, so it cannot hurt to have some ready, and even a small surplus to sell to our allies.
We have a Q5 Hospital Company and a Q5 Defence company both currently being ran by the military for their construction workers. Not only is this a burden on the military, but it means we aren't seeking high productivity for the companies producing the goods will take some time. So, we can transfer the running of these companies back to the Ministry of Employment, so they can seek out high skilled construction workers and offer them a market wage in order to produce hospitals and Defence systems in preparation for V2.

The eUK has one great high resource - Grain. We have to ensure that we have adequate land workers in order to exploit this resource, and in order for our many many land companies to function properly, which can encourage both the domestic market and exports. This can be done by opening more skill 0 land jobs at a slightly higher wage. Not only that, but it is a long term solution to the lack of land workers in our army.

Government mediation and house trading

The Ministry of Employment can use one of it’s organisations to buy houses from the markets and citizens and sell them on at a fixed price. This could also act as an intermediary between private citizen deals and could potentially help raise the amount of people who own a house, and so their wellness. It can also regulate the ‘black’ market for houses and, provides a place that people can trust to buy and sell houses with.

Ministry of Profit

There are currently 13 unused companies owned by the government, under the jurisdiction of the Mo???E. When V2 arrives, these companies shall be converted for use by the military or the Ministry of Employment. The Ministry of Profit has in fact made little profit this past term, and so shall be closed down. We explored the idea of selling the excess companies and using the gold to upgrade what was left, in order to produce more profit. However, not only is it difficult to sell companies at the minute, but it would also mean more higher quality companies were at risk. Another issue with the Mo???P is that ‘human error’ can harm profits and cause the companies to run at a loss. If the government wants to earn money through business profits, it can do so via taxes.

Future fund

We will save a significant amount of Gold for when V2 arrives. We do not know what V2 will throw at us in its entirety, and I feel that we need to ensure we have at least 6-7 hundred gold set back to remain untouched. That way, we can at least tackle V2 being financially prepared.
