Dear Aussies,
The previous arcticle just marked some points about democratic voting system during dictatorship. Now it is time for clarification which for sure will avoid the bureaucracy. I hope I will open a discussion once again which will help to set some rules where our interests will be defended not by "someone else" but us.
Suggestions:
1. All proposals made by congress members will have 48H for discussions and voting. Voting will be released with poll in our forum. Dictator will abstain the vote in game till the last hours. When the situation is so urgent and requires fast reaction then the time will be reduced to 24H. That can be done only by dictator when he propose a law from congress authority.
2. One congressman can propose not more than two laws - we have that rule here in the game. The reason for proposal must be very well explained in article. When the topic is sensitive then explanation must be provided in a specific forum section.
3. The proposal will not be implement in game if it is visible that will be voted down in the poll.
4. When a congress member is not agree with the proposed law he need to write a post with his/hers point of view. That may reflect to the judgement of all others and the law will be voted down or improved.
5. Dictator's laws will be voted for 24H. At the moment when dictator press the button in game he must provide an information about the decision he took. Abstaining the vote to the very last moment is compulsory.
6. Not necessary to vote MPPs in forum, especially when those packts are covered with private funds. Reasons for signing them have to be mentioned.
7. Dictator can do whatever he finds as best without much explanations only if his decisions are rational and the nation will benefit in short or long term. Of course some text in Prime Minister's office newspaper is required post factum.
The reasons for those suggestions are many and I don't want the wall of text to make you bored. So I will provide you just few examples:
- Last month we launched AS over Denmark/Germany. In the very first moment when the proposal was implemented it was voted with "YES". I was both congress and cabinet member and I couldn't be more than a witness together with at least 40 other eAustralian players involved in politics. Who took the responsibility for that act? - was it the cabinet or was the congress? Then who runs the country?
- Right now we are signing huge stacks of MPPs and what are the reasnos for all them? With such number of MPPs we couldn't use any campaign or else it will be equal to Epic Fail. What is the difference between the current term and all before? Are we planning invasion, shall we try another hit over Germark? Are we in position to expect enemy attack soon and if yes WHY? Is that a temporary event or we should renew all MPPs next term?
How much cc cost the good protection?
- Latest events - taxes.
Why Henry, why?
You are going to milk all eAustralians who produce something. Give us more bonuses then increase the WT to 4% if you want. Or if we need currency so badly then explain us why. WRM is more expensive now, but we don't have such bonuses. FRM still cost 0.02cc and together with food production are the only profitable investments in eAustralia. And now that profit is reduced. Is that the proper way to inform the nation about tax changes?

I understand that we need more revenue in order to pay for the stack of MPPs that people want. And, if we are serious about a campaign for more regions, we also need to make reserves of currencies to set COs.
I'd like out MoF to outline the case for the tax changes (WT to 3%, VAT on weapons and food to 5😵. These go beyond what was recommended during the past month's tax consultation. If I remember rightly it was an either/or proposition and not a both proposition.
In my months in this game, I am yet to see any of the various MoFs who have held the office produce some sort of budget plan. What we need (money wise) and how we plan to get it. More importantly, how much extra money does treasury expect to gain by bumping WT to 3%.

From my understanding the taxes was raised ages ago. It was agreed that we will try different combinations for a week each and see what happens until we can find the best fit.
MPP, yes we are signing a lot, but this is too help strengthen Australia and also make sure we are a less desirable target. You hear people complaining that we don't have any big MPP so I am trying to appease them, you hear people saying we need war, even your own paper said that, but for a successful war, we need allies.
I raise the MPP in the forums, not individually unless needed, and in my MoFA paper. Yes, the resource war made us a less attractive target, which I am still happy about, but we still are on the radar for some other countries eg. Turkey AS.
Rusty if import taxes and vats are high I can work every day without buying or selling on Australian market. Now I am forced to pay new WT if I want to work in my factories. You are speaking about different combinations, but how could you know if the following higher incomes are result of other tax changes for example?
The tax can be changed but where is the dialog? With your explanations here I am doubting how to use my second law proposal - to reduce WT to 2% or Impeaching.
Impeach... on what grounds, that Henry didnt speak to you about the taxes, even though it was raised ages ago?
J from an outside view you have been pushing towards impeachment from the start, instead of impeaching, have you thought about actually creating a dialogue or raising your questions in the forum that you love, or to the MoF or even in the congress/cabinet thread or even directly to Henry?
I just raised WT but reduced VAT's this can be changed after 1 week, as I see it you will actually make more money this way, in fact I could even raise WT to around 9% if VAT is low enough, and impeach for what reason? What do you think this will achieve?
Henry, you are wrong!
WT directly reflects to the profit of all RM companies and low quality factories, such as Q1 or Q2 Food factory.
About other production:
Houses are not profitable with current bonuses;
Q7 wps factory is not profitable with our bonuses if you pay 50-60 cc salary.

You still don't even answer the question that I have raised. It is quite obvious that your trying to run a smear campaign for your own reasons, but I will give you credit for doing it in a special elegance rather then brute force.
You also say you will not comment in a thread that has me and a few other people in it, how is that helping a democratic process of this country? I have had my messages SS and published before, but I still take part in all discussions, because I will put Australia's best interests first.
In RL congress/parliament is open to the public, in Australia it is televised. Our Congress forum is open to the public. My point still exists, if you have questions, you can raise it in the proper channels before publishing an article that has questions that have already been answered.
Why our congress forum is open to every one with account in the forum? Don't you think that Peruvian ambassador can have access to the discussions ??? What should we do then - may be ask him to leave the game this time!

Impeachment is not a joking matter. Your writing an article raising questions about your currently democratically elected CP, but then say Impeachment. For any reader your message comes across as being serious, hence why I questioned it and others PM me asking if you were serious.
My point about it being open, is the fact it is open. So you can still raise your questions there, rather then do an article with your already answered questions and then tag, as you put it, a joke about impeachment.
The MPP's was always spoken about in the forum, you yourself even commented on that thread. The taxes was raised governments ago, while you were still in the cabinet. Even when XenthuS raised the taxes you agreed to it and the government, which had you in it, agreed to trial a range of different tax setups to see what works best.
All in all your 'questions' have been responded to already. But the way your article is written, it does not really give the audience the truth.

If you would actually look in the forum you love so much, 2 days ago I spoke about them. Yet you never questioned them. Your actual last comment was: "We should sign 4-6 MMPs monthly and we have to focus on the most powerful and friendly nations."
But instead you post an article questioning the MPPs and talking about impeachment, when you had two days to question them in the forum, even after you said we should have 4-6 MMPs and to focus on the larger countries.

I don't really know enough to step into this fray. But I know this:
High work tax hurts new players. They can't produce or fight much, so they have to make an e-living by employment. How are you going to keep them here if you tax them to buggery?
people want 5-6 MPP's... that equals 50-60k in taxes for MPPs only. How else are we going to get them.
Pay rates, work for me or you, we pay enough in wage that people wont even feel a 1% increase.
Yet again whining about a 1% tax increase.

Better if you all focus over the suggestions. 24h is the minimum time for voting a law due to game mechanics. If the law has been voted immediately after proposal implementation without a debate then what will be the point of having congress members?
