There are two options to vote for the first referendum to find the most popular alternative system.
Winner will go up against Status Quo if turnout hits 111 votes.
Vote will end in 2 days.

Eligibility to vote
-You became a citizen of the eUK no later than Day 2994 (~Whenever)
-You have, on the day of the Referendum, gained any experience points on at least 15 of the past 30 days.
-You are not a citizen of the eUK in order to supply for foreign MUs

The fact that it is very unlikely this result will count for anything so I may as well vote for the stupid option to express my anger at the stupidity of this process.

It falls under eligibility, and all referendums are to be carried out as per the eligibility. So that would cover both.

We're not gonna get the minimum requirement of 111 votes but people should really consider what the options here are: public discussion or no system at all
Whist it might be entertaining to have no official system the reality of that is no accountability/community organisation whatsoever. If the public genuinely wants that I'll take the hint and stop bothering to contribute

This is a tactic seen before, just a different guise. Foul the prize, make the effort seem too much, the reward unsatisfying. Maybe your adversary will quit before they get started. Sure there are going to be people sucked into some obscure angle or the general laugh of fighting silly with silly, but the real driver seems to be a very destructive element of our society, one which we typically wait until the eleventh hour before unmasking and rejecting,

I am not wildly enthusiastic about either of the two options.
Of the two, I would select option 1 as the least bad - but suspect that this kind of referendum is never going to achieve the required level of turnout to be necessary to legislate.

You can have my vote, just reply with which one you want. Not that it matters, whoever wrote that stupid act and those who voted for it ensured nothing will change anytime soon.
you'd be surprised. I'm planning to propose fairly radical changes to the way congress is appointed(such as having a degree of PP control over their congressmen and being able to swap out shit ones); just changes that will function under the existing constitution.

Three links for SHA's option and I still don't know what's being proposed...or is it really just replace the Congress mailers with articles? If it's that then I guess I'll vote for that. Although the final part of the draft: "Have the CP open a message with both every PP and their chosen chief whip & each party's MPs with their PP to have them elect a chief whip and remind the buggers to vote/consider important info." Either I'm too drunk to understand that, or someone was too drunk when they wrote it. I think it has something to do with MPs spending all their time playing with their peepees, which I thought was the problem with the current system...?
Option 2 (give people something to be pissed off about so they won't get bored and leave) will just make people get frustrated and leave.
