The Training Grounds is a place where you obtain strength. Strength is used in the war mechanic of the game. At the Training Grounds, there are multiple places where you can strengthen your person at different rates and different costs. The costs start at free, but get more expensive with Gold the higher training ground you pick. You can use multiple Training Grounds per day as long as they were not already used that day.
Personally, I see no need to use the "Special Training Grounds" because they use gold. This is one of many time where you can pick "Time over Gold" in what you want to spend. As always, if you have the extra money to pay for the Gold, by all means go ahead. Never the less, at minimum, you will obtain five strength points per day as long as you tune in once a day.

Strength training is important. Firstly, it is a good source of gold through super soldier medals. All the free upgrades are profitable, and more so if you upgrade them on discount days that are normally right after CP elections. The first "pay for strength" TG is also profitable once it is fully upgraded because each strength point is worth 0.02 gold through SS medals. If you take into account the 90% discount training contracts that are offered twice a month then even a maximised training ground set is almost self-sustaining.
Secondly, your overall strength is not as important as your strength relative to other players in your division. 60k strength is pretty good in D1 and at least respectable D2, but woefully weak for D4. Every high strength player has maximised their TG already. If yours aren't maximised too, they are growing strength faster than you are.
Voted, but you made some mistakes: if you use just the free training grounds, you gain 6 strenght every day (10 every five days), cause there is the strenght point from daily tasks (5 strenght points the 5th day you work and train in a row). So, the beginners need 37 days to reach 250 strenght points with the free training grounds level 1.
When you upgrade it, you gain 11 strenght every day and 15 the 5th day. It means you reach 250 strenght points every 21 - 22 days.
The other stuff I calculate: if you reach the 0.19 gold training grounds to level 4, you can use it gaining a bit of gold, cause you reach the 250 strenght points before you spent the 5 gold of reward.
You gain 0.26 gold every medal you reach.
