It means you don't have enough raw materials to get food/weapons produced.
The amount of raw materials you currently have is presented in so called "E-Notation":

But 0 divided any number is, tadaa, 0.
But OK, let's pretend there is no 0 to make a division:
5.6843418860808e-14 = 0.000000000000056843418860808
So again 0.
Or my math is wrong?

Some decimal floating point numbers cannot be converted into binary ones without loss of precision.
