Is there some reason why people put weapons on sale in the marketplace for very high prices?
e.g. Winston Hope Smith has 160 tanks on sale for 2000 IEP each.
Does the Bot occasionally buy them???

No, they are put there so that the people can store them without using them up or without filling their storage capacity. The bot does not buy them.
When I put weapons up for sale they still take up my storage spaces until they're sold.
Being able to attack with your bare hands is a benefit, I guess
When people are responsible for supply, eg to other members of their unit, they use this mechanism to segregate their own supplies from the supplies of the group. It's the easiest failsafe way to do it.
EG - I have food and weaps in my own storage. They will be used automatically as I work, train, fight. To make sure I don't mistakenly go off on a bender and start eating into the unit supplies, I "stash" them on the market.
They are offered at stupidly high prices to prevent them being purchased, therefore maintaining the stock. They remain in your overall storage in terms of slots used, thats why its mainly people with massive storage who take on the task - 20k's plus usually.
And in the extremely odd and strange event that someone does buy them, you can simply buy even more tanks than previously, so there's no loss for doing so.
