Dressing the Windows: Jacobi Government to Offer Referendum

Please forgive me if I missed something, I am just trying to follow along here, but here are the facts as I understand them.

On May 28th, 34 members of Congress voted on the issue of our military alliance. 13 voted for a new alliance, 11 voted for neutrality, and 10 voted to join PEACE.

This past Friday, in statements released by the Ministry of Communication, PM Jacobi said the following about the status of a “new alliance”:

“There is at this point, and I have no problems saying this, a drawn up draft
agreement. I don't necessarily want to estimate because I think Marchelala would have a better guess....but the composition and rules of the new alliance are around 80% in place. The 20% remaining have to do with composition, tiers of allies, intra-alliance
trade, that sort of thing. I think it is likely that perhaps around the half way point of the administration, we'll see a finalized agreement in Congress”.

Jacobi again repeated this in an interview in The Citizen Times

"There is a drawn up agreement, with niggling differences being ironed out. I’m hopeful to have an announcement before the end of my term".

So you can perhaps excuse my confusion when I saw the Ministry of Communication issue a statement declaring that 160 selected citizens will have the opportunity to participate in a referendum on this issue. Admittedly, this referendum will be non-binding, and will give citizens the opportunity to voice their opinions on the direction of Canada’s military alliance, but many questions remain:

Are we actually involved in the formation of this new alliance or are we still shopping our options?

Is Germany going to be a part of this new alliance, or will they, as many expect, join PEACE?

If Germany is joining PEACE, what are we doing in signing an MPP with them?

How do the other founding member nations involved with this new alliance feel about our MPP with the heavily PEACE influenced Germany?

Why is this opinion poll being labelled a ‘referendum’?

If Congress has already made it clear that there is not majority support for joining PEACE, why is it still being touted as an option?

I believe that an opinion poll such as this is a good way to gauge the feelings of the population, but I just worry that we don’t have all the facts.
