Greetings and Salutations, eAmerica:
To say that the past few days in Congress have been more FUBAR'd than usual. I mean, has any Congress ever been put in timeout before? Rainy Sunday assures me it has happened before, only once, when GF (the Speaker at the time) closed Congress. A new Leadership was quickly selected then though, and that was a real Congress. But NEVER has what has happened today happened before... a 24-hour Congressional Recess that has made the entire Congressional sub-forum come up with the following message:
And truth be told, it is deserving. In just a few short days, the 127th (Shadow) Congress has become the eRep equivalent of Mos Eisley - the spaceport where Luke Skywalker and Obi-Wan Kenobi met Han Solo and Chewbacca in the original Star Wars movie. In case you don't know what I am talking about, here's a clip:

Other compromises are made in the article (including a fantastic idea for a Constitutional Court), but this one is the best of them all. However, it only goes half way to a solution. Let's build upon it, shall we?
Not only seat both AMP and WTP, but also restart the entire Speaker of the House nomination and election process. Include all of the members of the new six party Congress. Then, move on from there. Do what Congress does (or is THAT the problem actually?) and play politics to unleash the inner polifag in you. This seems like the best idea for the effective running of the 127th (Shadow) Congress. It should end all of the recent issues, addressing all of the problems that has plagued the new legislature. Problem solved, right?
A second, mo' better solution?
SOLUTION #2: Dissolution of Shadow Congress
This is not advocating a Dictatorship, just to clear that up. This is following game mechanics more and aligning our meta with it, instead of the other way around. For far too long, the eUSA Community has tried to force our meta game upon the actual game. How about we do the complete opposite for a change?
Be it resolved that the 127th Shadow Congress and any future Shadow Congress from this date forward will be dissolved immediately and entirely and all decision-making will be done purely by the in-game elected representative of the eUSA, that being the Country President, until which time the eUSA can properly elect a Congress within the game mechanics of eRepublik.
What they REALLY should be doing is mashing that red FIGHT button more and spending time arguing over the size of their penii. This idea gives those who play politics more than war a reason to fight as no Congress in game = No meta Congress. The SCI can handle approving monies needed by the Country President for wars, programs, etc. Isn't that the entire point of SCI anyway?
Pick one. Or hell, come up with a better solution. The time to end the stupid political bickering has long passed. In the end, it is up to the community to either decide to come together and fight together... or continue to divide ourselves and stay wiped.
Do the right thing, Congress... and prove that you aren't Mos Eisley.

I approve of this idea and if it works for 'Shadow Congress' then we can just simply abandon the Meta Congressional System altogether.
I think the problem is not to have a shadow congress or not. The problem is inside the eUSA population (I tried to write community there, but I think that is too much positive word for the eUSA population). It is sad that there is no unity for trying to regain regions, but it is the truth. And because of that any eUSA government or congress has to deal with that when there is no solution to the many inner fighting.
No shadow congress might be a way to avoid some problems however I fear that when you shift all the power into the government (backed hopefully by a majority) there is no balance in powers.
Maybe form a kind of shadow congress by all the PP of all the parties with at least 10 members (who cares about being top 5 or top 7 when they stand for a group of people). Give them all one vote and for each 25 members one vote extra. These members are counted on day 16th at day change. Of course the numbers I used could be made somewhat different but with this at least there is a meeting place for discussion.

If we REALLY want to follow in game mechanics with shadow congress, then the best idea would be to get rid of shadow congress. In game there is no congress, so therefore following in game mechanics would mean no congress on forums.

While there are definitely major issues with meta-Congress, it is sadly one of the few things keeping the eUSA a viable "community" of players. Without the forums, discord, and other meta avenues, the American community of eRep would have dissipated years ago. There simply are not enough active American players left to save ourselves, even if awesomely coordinated, and we've few friends left to help us out of the mess we're in. Remove the meta-game components, and the eUSA is permanently lost. It's why most eUSA actives are still here.
Who said to do away with the meta game?
I am not saying that you called for that, although there are several who have. My statement is in general. The meta-game community is the only thing holding our eUSA community together - loosely at that.

I built upon Derp's idea of both AMP and WTP being in Congress this term with the addition to start the entire SoH nomination and election process all over.

The meta-game does help, indirectly. The meta-game is the community built around eRep. eRep isn't much of a game - never has been. It is the catalyst around which a quasi-social media platform has developed. That social aspect is what keeps players active - truly active, not just logging in for a minute each day to press a few buttons. Those "two-clicker" players aren't the primary contributors; they aren't on long enough to help plan military or diplomatic strategy, or even to follow combat orders that contribute to our military strategy. The community is and does, for the most part. It's not perfect, but without the meta-game, eRep would have ceased to exist years ago.

Maybe mass mails to new players directing them to 1/2 priced food weapons houses upon hitting x work buttons in (high paying) 'communes'... fight buttons in MUs... REGULARLY posted links in their MUs, directing them to comment with simple o7s to very SIMPLE, COLORFUL helpful articles, for THEIR good... other articles for the paper's rankings, etc.
... MUs could offer organizational rank like the old JCS... (THAT made things more interesting. WE need to use the tools we HAVE.
We have to shift our focus to player retention rather than new players because there simply aren't many. Work on waking the sleeping behemoths and directing them to the right place at the right time. I agree with a lot of what you're saying, though. We do need active MUs, and more simple articles with helpful information. We need more collaboration between the MUs too.
You're RIGHT about "sleeping behemoths"... no DOUBT! THEY would have to be handled with care... maybe ASK what would make it better for THEM.(Let's not assume that just because certain things would work for us...........)
But exactly what do you mean by saying "there aren't that many(newbs i guess)...? Really? Worse than several years ago? i mean... i dunno.?. You must mean eUSA, cause i,ve been observing MUCH activity in MANY lands.(Indo excepted but, btw, those aren't ALL multies).
Some nations still get a lot of new players joining regularly, but many, especially smaller nations, don't get many newer players. Some, like Ireland, France, and Denmark, only get one new player every few days. The eUSA gets 2 or 3 a day, but that really isn't very many considering that approximately 80% of new players quit within the first week.Plus, it takes a long time for a new player to gain the strength and rank needed to be a viable soldier. The behemoths are who wins battles.
It hurts to have to agree again about the BIG guns, but i swear, SOME effort needs to go towards helping newbs... maybe some strong role play community where damage not so important?
Btw... when I wuz a newbie, NO one welcomed me. i got a friend request and pm'd him cause i thought the friend request feature had some meaning. BUT... i was never even a little interested in the war modules... just followed Plato and eR forums until my boss, Custer, prodded me into enlisting in Army. Things became much better, with that great forum... yet i STILL much preferred an economics game... MY game called "earning my own gold". i can't recommend it to a newbie NOW.
