Ward for president: New Citizens

Dear citizens,


Two directives on Social affairs:

1. The CP endorses this immigration policy. He delegates the MoHA to contact the applicant, start an applicant forum thread, do the specialised research and finally issue a recommendation to Congress, all within five days.
Then Congress Members who also agree to this policy will have solid information to base their decision upon, when they consider to spend their citizenship pass in a way that is relatively safer for the country.
CM's who don't act according to recommendations will simply be mentioned as such in government articles. The CP and MoHA will be able to say that they at least try to provide national security:


- In the Pending citizenship list of applicants, Congress members use their citizenship pass on (accept the Belgian citizenship of) an applicant who carries the [Accept] recommendation tag in the immigration forum part.

- This immigration procedure is the political responsibility of the CP, who can delegate its management to a person in his cabinet - let's call him the MoHA (Minister of Home Affairs) for now. If the CP does not communicate about this in-game, the CP is considered to manage immigration. At all times, the CP can change the person to whom he delegates this responsibility by communicating this in-game.

- No application will be accepted on the 5th, 15th and 25th day of each month (election days).

- No application will be accepted when an immigration stop is announced. Only the CP or the MoHA can announce an immigration stop.

- The MoHA is in charge of setting the recommendation tag after a balanced and thorough review of all available info. He will keep a delicate balance between the need for more Belgian citizens and the need for national security. The MoHA sets the recommendation tag in the thread title before the applicant's citizen name. The list of recommendation tags is here. The thread creator sets the [Pending] tag.

- Congress members who are aware of relevant, security-sensitive information about a current, prospective or past applicant citizen, are encouraged to add this info to the applicant's thread or to create it. Congress members can vouch for an applicant, stating so in the thread; the MoHA will add this info in the 'Notes' field of the main post.

- The MoHA will send two personal messages to every elected congress member on the 26th day of each month: one before and one after 06:00 server time, detailing this immigration policy. Thus, this policy is considered known by each congress member.

- The MoHA will establish a list of standard pm's. If a recommendation is not issued at the application's expiry, or if a [Pending] or [Reject] recommendation was respected, the MoHA sends the applicant an explanatory pm and sets the tag to [Reject - Notified].

- After four weeks of inactivity, an applicant thread may be archived. Threads will not be locked unless by admin decision.

- The immigration forum part is private to congress members and members of government. This forum part is confidential, with an exception to the outside communications required by this policy. All proceedings (such as, but not limited to: threads, private messages, research results and internal reports) resulting from this act will be kept confidential.

- A congress member who accepts an application, either without the [Accept] tag (as meant in the first point), or on the 5th, 15th or 25th day of a month (third point), or during an immigration stop (fourth point), will face a public reprimand.

- This policy will be made available asap in a Dutch and French translation.




2. A RL flyer action will be held in busy public places. I will carry the printing costs for up to 5000 monochrome double-sided A5 flyers. Details TBD, but I pledge to push for this project myself. Design skills and help with flyer distribution will be called upon among all eBelgians who also would like to meet RL while doing something fun. Yes, distributing flyers can be fun!
