US and EDEN attempting to resolve Peru PTO

A few days ago, one of the headline reports was the situation in Peru. Since that time, numerous articles and propaganda have been published about this issue, but there still seems to be some general confusion. In order to clear it all up, today’s edition of D.I.R will focus solely on the situation in Peru.

For the past several months, Peru has been an oddity in South America. Mainly, it has been one of the few nations not to sign the PEACE Charter in the region, sticking to a doctrine of neutrality that at one point nearly brought it to the point of war with its neighbors. This was pretty much the situation politically for the country when PEACE began its North American invasion. As many know, the USA rapidly lost its Iron Regions and Spain lost Asturias to France, making Central Greece the only region available to provide the Iron necessary to make guns in the United States. In response to this problem, a large body of American’s immigrated to Peru and established Iron Mining companies. There was some initial culture shock, but our citizens came as business entrepreneurs (not as a PTO squad) and eventually they became integrated into the fabric of Peru’s society. Peru got a major boost to its economy, and the USA got Iron, so both sides ended up benefiting. The claim made by some propagandists that Peru has been historically hostile to the United States is a blatant lie. If anything, it was one of the few countries in South America we had good relations with.

Then came the PTO, led by two private groups known as GROM and PMTF. Normally, Political Takeovers are orchestrated by national governments to achieve some form of strategic aim. The USA for example, threw out the French and Netherlands backed political parties in Belgium in order to reestablish that country and prevent its reoccupation by The Netherlands. In South Korea, the Theocrats forcibly liberated the country from Japan to establish a new home for themselves. In both these cases however, the PTO ultimately was aimed at establishing a viable government with which to govern the regions involved. This has not been the case in Peru. The PTO squad’s first action was to remove the duly elected President of Peru from office. They have since been continually transferring the national treasury of Peru into their own private accounts. This is not an effort to rule a country. This is simply theft, designed to steal the resources of a country in order to create individual wealth.

After the situation in Peru became clear, the Administration of President Gaius Julius condemned the actions of the PTO group, and ordered the United States Air Force to remove them from power via counter PTO. Unfortunately, the mission largely failed due to the lack of Airmen being able to gain Peruvian citizenship. GROM and PMTF managed to hang on to power and continued to loot Peru’s national treasury. And this is where things started to get nasty. The Peruvian Government requested ALA help in ending the PTO by the only way they could. Annexation by a major power, in this case Argentina. This of course, placed the United States Government in a very serious bind. Up until recently, Argentina was a PEACE nation (before that Alliances demise). Annexation of Peru would mean the High Iron would pass to Argentinean control. Under these circumstances, the PTO squads in Peru began a series of propaganda articles accusing the United States of selling out its “Allies” to the enemy. This of course, is the height of Arrogance, since it can be stated with 100% certainty the United States is not “Allied” with GROM and PMTF. That they happen to be Polish in origin is immaterial. They are not countries; they are private organizations and should not expect to be treated as anything else. Even so, this has not stopped these individuals from trying to stir trouble between Poland and the USA, as well as attempt to drive a wedge into the heart of EDEN in order to support there own mercenary aims.

After Argentina made good on its threat to invade Peru, GROM and PMTF noticed numerous US citizens fighting for Argentina, and began to accuse the USA of deploying its military against their allies. This is of course, false. The US Military was deployed to China in an attempt to defend them from a Russian Attack. To add insult to the outrage, significant support was sent by Spain to Argentina in the opening battles of Argentina’s invasion, so you basically had a situation where large bodies of EDEN troops were fighting each other while another neutral country was being invaded by the Russian’s. In short it was a mess that could have, and should have been avoided. As everyone knows, Argentina advanced into the High Iron region anyway, and Russia gained its foothold in China despite the singular efforts of the US.

After Argentina had finished occupying three of Peru’s provinces, Poland secured an MPP with the PTO government of Peru, claiming it was necessary after Argentina broke off negotiations designed to halt the invasion and solve the problem peacefully. Many began to question whether or not Poland’s government was in fact neutral on this matter, or whether or not they were actively siding with the PTO. In response, the Polish Ambassador posted this formal notice on the eUSA forums.

1. The Polish government has no control over the actions committed by private military units. They should be considered merely private citizens and not soldiers under strict orders from the government.

2. The PTO in Peru has not been and will not be supported by the Polish Government. We respect the principles of the Brotherhood of EDEN and our long friendship with Spain.

3. As a matter of course, the Polish government could not forbid anyone from joining the fights but asked Polish citizens not to engage in the conflict. Everyone who fought in the battle of Great Andes on Peru's side, showed their private support for the actions of GROM and PMTF.

4. The MPP with Peru was a mean of ensuring the safety of Peru in the face of actions conducted by Brazil [DoW] and primarily to gain some time to finish the ongoing talks with Argentina.

5. Argentina is no longer a member of PEACE GC as of day 730 of eRepublik. Any reasoning and justifying of the recent events in South America by the "Argentina is a member of PEACE GC" argument should be considered false and ungrounded.

6. Argentina and Spain share a lot of common bonds, both in RL and in eRepublik, and they recognize and appreciate the efforts made by the Polish Government to help in this delicate situation in which the governments have been working to conclude in a satisfactory way for all parties involved.

7. Any person claiming that the governments of some EDEN member countries are fighting against each other lacks the necessary information. All governments were informed about Poland and Spain's decision to renounce support for PTO-ed Peru and asked their citizens either to stay neutral or take Argentina's side if they wished so.

8. Both Polish and Spanish governments fully support the Brotherhood of EDEN and kindly remind all citizens to bear in mind Poland's and Spain's friendship with all members of EDEN.

The Polish Governments line is that the MPP is in place to prevent further conflict while they move to resolve the situation diplomatically. And as you might have noticed, the official line mentioned Spain quite a bit, so you can see this is a situation that is not just confounding the US Government. Even so, the PTO squad has been very good at whipping citizens in Poland and Croatia into a feeding frenzy over this issue, somehow transforming it into a test of loyalty for the USA and the rest of EDEN. Which is very, very unfortunate considering the Allies have much bigger things to worry about then the private fortunes of a few individual citizens.

In the interim, it seems the MPP has forced a halt to the conflict, though Brazil has since declared war on Peru and it is not outside the realm of possibility that both Brazil and Argentina will move to try and take over the rest of the country, regardless of the desire the end things diplomatically. ALA has after all, gained a position of strength with the occupation of Great Andes. This is the economic heartland of Peru and GROM and PMTF will find their income stream getting much smaller without it, and may find themselves better served by giving up this adventure. Unfortunately, one must also consider just how determined these individuals are. They did after all, fight off a US backed counter PTO, and have convinced Poland to intervene on their behalf, if only diplomatically. They may even feel they are in a position to strike back at Argentina by convincing enough private citizens at home to help them reclaim the High Iron region. While the Polish MPP may have convinced Argentina and Brazil not to attack, it has also given the PTO Government in Peru a position of strength from which to hang on to.

As things stand, all sides seem to be trying to end the Peru problem amicably. But there is one thing that should be stated. This problem must be resolved. The USA has stated it will respect the sovereignty of neutral nations, especially those that have been supportive of us. Perhaps GROM and PMTF should have thought of their own Allies (i.e. the USA) before taking action against a country we had good relations with. It is very base to accuse us of being poor Allies when they have done actions that could only cause harm to the USA diplomatically and economically. Even worse, they are using this problem to stir up trouble between various EDEN nations, something that in my view is completely unforgivable. Given the fact that they have lost the High Iron region and the money flow that goes with it, GROM and PMTF would be well served to end the PTO and find something else to occupy their time. If not, then permitting this go on longer will only cause more meaningless trouble for the Allies when we have enough of it already. It would be an awful tragedy if the situation actually came to the point where the USA and other EDEN countries decided to use overt military force against GROM and PMTF, because those two organizations would almost certainly use the act as an excuse to try and shatter the Alliance we have worked so hard to build over these past few months. At the same time however, we cannot sell out our values in the name political expediency, and neither of these organizations have shown any action that merits our regard, or respect.
