Una nueva era para las relaciones internacionales españolas

Personalmente, no tengo palabras para expresar todo lo que ha sucedido en las ultimas 48 horas. Intentare expresar lo que sucedió a través de lo que palpo del ministerio:

La delegación italiana propone un cambio en un articulo del Charter. El Charter es un asunto que liga a todo el mundo por lo que, desde el comienzo, se decidió que se requeriria el acuerdo y la firma de todos para hacerlo oficial. Esto significa que si un país, el que sea, decide votar contra una proposición o cambio del Charter, este cambio queda desestimado. Todos los congresos/gobiernos de la MA decidieron votar a favor, excepto el congreso español. La delegación española no podía firmar algo en contra de la voluntad del congreso (y de los españoles allí representados).

Italia y Austria se lo tomaron muy mal, como si fuese un ataque a su autoridad o como si eEspaña estuviese utilizando un “veto” (que, de hecho, posee todo el mundo) sobre ellos. Despues de varias amenazas (desde la salida inmediata de Italia de la MA hasta la amenaza de no firmar el Charter en un par de semanas, que es cuando termina el plazo de vencimiento), logre finalmente hablar con la delegación italiana y con el gobierno español. El Gobierno español (MVerslayer, Tuput y Kartalon) estaban dispuestos a ser rigidos y no pasar ni una a los italianos. La delegación italiana (Bissiaco) no quería ni hablar de negociar esto. Mientras hablaba con otro delegado italiano (Ramon Mendoza, un gran cambio, dado que siempre estaba y estuvo dispuesto a negociar y a escuchar nuevas propuestas, al contrario que otros), encontramos una posible solución: Por que no cambiábamos el Charter de arriba abajo? Dandole la vuelta, haciéndolo mas corto y menos complejo, podríamos incluir cualquier proposición de la delegación italiana y el Congreso español votaria pensando en todo el tratado y no en un punto conflictivo. Me dijeron: “Ok, lo envio y lo estudiamos en el Congreso/Gobierno”. De hecho, les ofreci pactar que ellos escribiesen el tratado y que en el foro de la MA votasemos articulo por articulo con mayoría simple. Despues de todo, pensaba que habíamos (Ramon y yo) resuelto el problema.

Me equivoqué. Justo después de volver de trabajar, mi delegado me informa: "Esta hecho. Italia y Austria han firmado ambos tratados con Pakistan e Indonesia". Pensé: ¡Maldita sea! Me sentí traicionado. Todo el trabajo y los devaneos del día anterior, para nada. Ni una nota, mail o comentario. Ni un solo hilo en el foro de la AM como siempre se ha hecho.

Nada. Además, descubrí que lo tenian todo pensado desde ayer por la noche. Nada más llegar a casa le pregunté a Ramon: "¿Qué pasa?". "No lo se, no me avisaron. Yo no tomé ninguna decision". Decidí leer el artículo de Kartalon y los comentarios y me encontré con un horrible intercambio de palabras de ambos bandos.

¿Cuántos insultos vi? ¿Cuántas mentiras? No quiero ni contarlos. No importa. Sabía que el globo ya había explotado.

Desde ahora en adelante yo, el ministro español de asuntos exteriores, considero el Charter roto (no solo por Italia y Austria, sino tambien por Canada y Hungria). No señalare a nadie: creo que todo el mundo ha decidido ya quien es el culpable, y un simple articulo con mi opinion no cambiara nada.

Una nueva era ha empezado. Si en mi anterior articulo señale la necesidad de cambiar de estrategia para conseguir una mayor diversificacion de relaciones, en este articulo dire que no hemos perdido un minuto. Estamos en negociaciones muy avanzadas con multitud de paises: desde America hasta Europa del Este.
Consideramos a todos los paises en la antigua MA viejos amigos y aliados: no romperemos nuestras relacioens con ningun pais. Mi deseo es empezar nuevas relaciones con todos los paises, como si de amnesia temporal hubiesemos sufrido. Por lo tanto, abrire una pagina nueva en nuestro diario de relaciones. Empecemos de nuevo:

A new era for Spanish International Relationships

I, personally, have no words to explain what happened in the last 48 hours. I’ll try to explain how the Minister saw it:

The Italian delegation proposed a change in an article of the Charter. The Charter is a thing that compromises everyone so, from the start, it was decided that everyone had to sign it. This means that if one single country, whoever it is, decides against a proposition or a change, the proposition does not pass. All the congresses/governments decided to pass this law but the Spanish Congress. We couldn’t sign the new Charter with our Congress (the people of eSpain) against it.

Italy and Austria got specially mad, as if this was a personal attack from Spain to their sovereignty or as if eSpain was using a “veto” (which, in fact, has everyone) against them. After several threats (from leaving the MA at the moment to not sign the Charter in the next weeks, the Charter will expire by then) I managed to talk with the Spanish government and with the Italian delegates. The Spanish government (MVerslayer, Tuput and Kartalon) was eager to be rigid about this matter, not letting Italy get it their way. The Italian delegation (Bissiaco) didn’t what to negotiate about this matter. Talking with another member of the Italian delegation (Ramon Mendoza, quite a change, since he has been always listening and proposing about what I said instead of refusing everything we proposed), we came up with the solution: why didn’t we change the Charter completely? Turning it around, making it shorter and less complex, we could introduce whatever proposition the Italian delegation made and the eSpanish Congress will surely vote for the whole treaty and not against a single point. They sai😛 “Ok, we’ll study this and send it to the Congress/Government”. I even offered them the chance to write it and then correct it with the simple rule of the majority decides. After all, I thought we (between Ramon and I) solved the matter.

I thought wrong. Just after coming from work, my delegate informs me: “It’s done. Italy and Austria both signed treaties with Pakistan and Indonesia”. I thought: damn! I felt betrayed. All the work and thinking of the day before for nothing. Not a single note, mail or comment. Not a single thread in the MA forum as it has always been done. Nothing. Furthermore, I discovered they had it all decided since yesterday night. Just arrived home and asked Ramon: “What’s the matter”. “I don’t know, I got no words. I wasn’t the one to decide”. I decided to read Kartalon’s article and comments and found out the terrible exchange of words from both sides. How many insults did I see? How many lies? I don’t want to count. It doesn’t matter: I knew the balloon had already exploded.

From now on I, the Spanish Minister of Foreign Affairs, consider the Charter broken (not only by Italy and Austria, but by Canada and Hungary too). I won’t blame anyone: I think everyone has already decided who is to blame, and a mere article with my point of view won’t change anything .

A new era has started. If, in my last article, I stated the necessity of changing our strategies in order to diversify our relationships, in this article I’ll tell you that we haven’t lost a minute. We are in very advanced negotiations with multiple countries: from America to Eastern Europe.
We consider all countries in the extinct MA old friends and allies: we won’t break relations with any country. My wish is to start new relations with every country, like if we had some kind of temporal amnesia. Therefore, I’ll kindly open up a blank page in our relations memo. Let’s start again:
