UK votes on Canada as NE

Earlier today, ToniJR, a representative of the British Parliament proposed Canada as Natural Enemy (that's what NE stands for, a Natural Enema is something completely different).
After merely 40 minutes, the proposal already received 6 NAY votes. TeknoHowl presumes the single AYE vote comes from the proposer, ToniJR. After minutes of extensive research, we still haven't been able to establish if there is a ToniSR.
We are also struggling when it comes to exposing the true reason behind this article. After all, over 23 hours of voting still remain, and reporting about it this early in the process is just stupid. Unless we are bored. Which we are.
