The welfare of the people

In the near future, I will be proposing a budget to congress for the MoIA. Because this kind of welfare has not been implemented in a while, my budget will be a rough estimation.
What will I do?
My job this month will be to post information that is helpful with informing new players and getting their bearings in the new world.
Also, roflpenguins and I will be responsible for distributing food to citizens in need of health. Each citizen who qualifies will be given 10 health at a time and will be pointed to information to make them self reliant.
I will giving reports of who received wellness from this ministry. The frequency of these reports will vary depending on how many need welfare assistance.
My goal
My greatest hope is that with new citizens getting help, they will be more likely to continue playng and contributing to our society.
I'm going to make our citizens happier like this owl.

Ministry of health is cool, but why only 10 health?
This sounds like a good throwback to the old v1 MoH program. Thank you for the information.
Only 10 per person per day to avoid abuse. It is really a crutch to help people get back on their feet. Financing 50 wellness per person would get out of hand. It is reasonable to assume their job pays enough to keep them up at a reasonable level.
That is a possible safeguard. Let's hope this generates some activity.
Back when gifts were used for this, the game mechanics did not really allow it to be run as impartially as this. The future Emperor, then Minister of Health Kokawayoshi Makoto, was the first in my experience to run an uncontroverially professional welfare program. Nothing against the prior program, but it seems unprofessional by comparison. That might just be me, though.
It's a very encouraging sign to see how much the current Minister of Health reminds me of Kokawa-sensei, back then. (Hope it is okay to use the word "sensei" -- a video game user's manual told me it "communicates professional respect.") Anyhow, good luck Ecka and may the owls be with you.
