Why FORTIS and EDEN are losing?
In my opinion, the main reason of that defeats is, that PEACE GC is an alliance of developing countries. Developing countries can be superpowers in the future. PEACE GC is the alliance of future. FORTIS and EDEN are alliances of strong countries (but not as strong, as Hungary or Indonesia), or countries, that were superpowers in the past.
Here are some examples:
EDEN (in the past ATLANTIS) - Norway.
In the past Norway was the second country in eRepublik by population number. They controlled Russia.
And now? They don't have even all they original regions. They couldn't defend their country from Russian and Hungarian pTOs.
FORTIS (in the past ATLANTIS) - USA.
USA is a strong country, because of large number of population. But USA built many Q1-Q4 hospitals, and only 3 Q5 - http://wiki.erepublik.com/index.php/USA#Hospitals. Even Poland has more Q5 hospitals than United States of America! USA could save money for tickets to "good" regions - with Q5 hospitals. And United States have a lot of spam in its newspapers. With no allies - USA can't do anything.
PEACE GC - Latvia.
Latvia was a small country, that in the first Congress elections was pTOed by people from PEACE countries, and next it lost Latvia was conquered by Finland (Latgale and Zemgale - high grain).
Now Latvia has 4000 citizens and fastly develops - http://ereptools.pl/graph/userCount/country/71. They have training war with Lithuania for PEACE countries, that do not fight in wars in North America.
PEACE GC - Serbia.
After its adding to eRepublik, Serbia developed fastly - in one month they had 2500 citizens, but wasn't very strong. Serbia was conquered by Croatia.
Now they have more than 8000 citizens.
PEACE developes! PEACE will be stronger!
So, what countries of former ATLANTIS should do?
We should help weak countries. Not conquer (conquering at least will provide high regions) or ignore (it won't provide high regions, only losses) them, but help. Current policy will let former ATLANTIS into fall!

How are FORTIS/EDEN alliance members supposed to help developing countries when most member nations are engaged in active wars, with little resources to spare?
I was preaching this way back in ATLANTIS, while our allies immediately made enemies of new nations I tried to make them friends knowing they would one day be strong. ATLANTIS had poor polities and that's why they fell. That's why we are in the position we are in today.
This however does not mean it is too late to fix this mistake.
Yes.. It is true. PEACE rescues the weak countries and helps them to develop and so we find faithful allies. More and more allies.
