What's a Super Fortress?
A super fortress is a region the State has chosen for concentrated population settlement, and has complimentary 5-star Hospital and Defense Systems. The increased population and added wall bonus provided by a Defense System drastically increases the cost to attack the region, and elevates the wall that an invader must overcome to conquer the region. Because of the immense cost to attack and the amount of damage required to conquer a super fortress region, the super fortress helps serve as a deterrent to invasions; it ensures only the most serious and prepared invaders will succeed. A super fortress is constructed by placing the appropriate 5-star Hospital and Defense systems, and then shepherding citizens to live in that region, and ordering soldiers to garrison it. This is done using the New Citizen Message, issuing garrison orders and by using government articles insisting on locating in the super fortress. It is made easier by providing or compensating for the moving tickets required to reside there.
eHistorical Context
WWIII put the super fortress to the test. For Canada, one of the largest battles in eHistory took place when France attacked the super fortress that (at that time) was Ontario. This battle was by far the longest (nearing 30 hours; 6 hours of over time) and largest on record, and ended only after an incredible tanking surge by the invaders plunged the wall down by some 300,000, and finally into underground. Up to that point it was by far the most expensive battle in terms of gold expended on attacking and tanking. The fall of fortress Ontario came with it the fall of eCanada, and eCanadians were left homeless, forced to take shelter in allied nations. Most moved to the allied fortress regions of New Jersey (USA), Florida (USA) or Asturias (Spain), and finally some to Central Greece.
Famous Super Fortresses: Florida
Like Ontario, this was the last region remaining for the USA before the turning points of WWIII. This super fortress had amassed an incredible population of well over 5,000, and has since only increased. This population resulted from the successive defeats that pushed US citizens to concentrate in their final region. The immense cost to attack, and the gigantic wall to overcome, is argued to have saved the eUS from complete conquest. The required gold to attack and successfully tank the wall gave the allied forces the time needed to regroup and themselves attack from Florida. This forced the invaders onto the defensive; a set-back from which they never fully recovered.

Strengths of the Super Fortress
The super fortress buys time. It either forces any would-be invader to stockpile the necessary gold required to over come it before invading or, if the Fortress is speedily attacked, gives the defender the opportunity to draw the conclusive line and force a battle of attrition. As a rule, super fortresses are the final regions to be attacked in an invasion, as it is far easier for invaders to deprive the defenders of their non-fortress regions to weaken their economy, thus depleting the amount of food or arms with which a nation can use to defend itself. This, of course, is attrition, which is similar to Medieval sieges, where a castle was surrounded and the defenders forced to consume stockpiles. The aforementioned attrition strategy, however, has never in practice succeeded in destroying a nation. Florida for a long time stood without resources and yet entirely secure.

Time gives opportunity, and by use of Resistance Wars or counter-attacks defenders can steal the initiative from invaders and force them, in turn, onto the defensive. eWar makes occupation difficult as occupiers cannot prevent Resistance Wars from being started. Only through fortifying key occupied regions can resistance wars be deterred by making any attempt very costly, both in initial start-up costs and then also in the amount of mobile soldiers required to commit to overcoming the occupier's citizens and army.
An Aside... The Limits of the Super Fortress
The Super Fortress alone cannot save a nation. It requires the will and determination of the nation and its allies to defend and secure the wall. If a nation has been economically sabotaged, and there are no stockpiles for purchasing the needed food or weapons for the fortress' defense, then the super fortress is rendered useless; therefore, it is important that citizens, government and the army all have provisions and stockpiles ready for an invasion so the super fortress can be successfully defended.

Location, location, location...
The ideal location of a super fortress is dependent on the nation; however, as I have said above that the largest benefit of a super fortress is the time it buys for the defenders to regroup, it ought then to be placed in a region that is not a border region. A prepared invader could blitzkrieg such a fortress and thereby disperse and disorganize the target nation. I therefore recommend Presidents carefully consider the regions they fortify, and why, and once committed to fortifying, to spare no expense or effort in seeing the super fortress reach a defense value that will deter an invader. A good region, therefore, should not border another nation and should, if possible, be a region that has at least one high resource, preferably an export resource, to help finance the war effort and ensure revenue.
Something Worth Considering...
During WWIII, Nunavut, eCanada, was the first region to be super fortified by the eHungarian Empire, an empire that had for a long time understood how to successfully occupy regions, and known which regions to occupy. It is not a coincidence then that Nunavut was also the last region to be liberated, and then only after immense effort. eHungary selected Nunavut for a reason, and eCanada would be wise to consider them; arguably, Nunavut (with its high diamonds) was the ultimate goal of the entire invasion of eCanada.
Presidents should admonish citizens to start manufacturing companies in the Super Fortress, citing the obvious benefit of securing their assets. This also gives private and affluent citizens an economic interest in successfully defending the super fortress, and helps to ensure that the market will have supplies should an attrition strategy be employed.
The Personal Super Fortress
Citizens always do well if they have prepared for war; nations do well that prepare their citizens for war. By having a war kit and personal war chest, citizens can be ready to defend the super fortress. Knowledgeable citizens should provide a good example by residing in the super fortress region, and combating (with education) any fickle regionalism that often develops. Residing in regions that are not fortresses, simply to satisfy a misguided sense of loyalty to that region is both dangerous and useless. Dividing the nation's resources by spreading the population over too many regions jeopardizes all of those regions. At the very least, citizens should be prepared to move to the fortress should an invasion commence. The best chance for successfully defending the nation rests with the super fortress, which if the guidelines I have given above be followed, will also serve as the base of operations for liberating the country, much as Florida did the eUS during WWIII.

I remember the population of Florida at the time breaking 10,000, but it dropped after the war when some moved to California
Wouldn't it make sense to have a fortress state as a fallback location, and have smaller boarder fortresses to defend against initial invasion?
I realize boarder fortresses would be a luxury, but still nice none-the-less.
I'd be willing to move to fortress Nunavut- and Johnny, I think that idea has merit! The question, however, is whether or not it's an acceptable tradeoff to drive up the cost of attacking in exchange for a lot of moving tickets.

That could be done using garrison orders, and would require each region to have a Q5 Hospital. You don't want to confuse the general population issuing moving orders every 24 ~ 48 hrs during a war; asking citizens to burn their income or savings on MTs instead of weapons. The Fortress, of course, is the best place for citizens to reside, and from there they can help defend the entire country.

Superb article. However, for balance, I think you might have considered adding a section on weaknesses of the Super Fortress strategy, of which there are several. None of which are determinative, in my opinion, but all of which exist nonetheless. There is also the suggested variant of an inner and an outer fortress, although again this has limitations.
Oh,, and also WD, you should consider turning this article into a wiki entry, if you haven't already.
