The Affairs of Congress, February-March 2013 : Special Edition

Hi, eJapan, it's Zodiarque!

First, I want to congratulate every elected Congress persons, their parties and all the voters who accomplished their civil right and duty.

As part of my job as the Speaker during March, I wanted to give you an update, you could all make use of I guess, as many things have been addressed, discussed and voted in congress, on the forums. Without further ado, let's begin.



1. National Organization Rental (Discussion and Vote)

National orgs are the body of any eCountry. The main asset is their lack of limitation (10 gold per day) in the Monetary Market, so they can be used to store and make big amounts of money. As most of the eCountries meet financial problems, they commonly choose to rent part of their National Orgs to private players.

eJapan was already doing so but now, with that new law voted, the procedure is somehow transparent, cleared from all possible bias and described.

Speak up! : Economical stuffs can be so confusing sometime so be sure to get the point of all this mechanic by questioning the Minister of Finances in his office there !



2. «Personae Non Gratae» Law amended and BobbySAURON declared "Persona Non Grata" (Discussion and Vote)

BobbySAURON accepted two Personae Non Gratae people and was therefore added to the blacklist of eJapan. Meanwhile, the Personae Non Gratae act was amended so that it would be more clear about its range and meaning. A third article was added two and the Act was voted to be uncompromising as you may read there.

Speak up! : It has been brought to the discussion that there should be a way to get off the blacklist and the procedure is yet to be discussed and an amendment to the act yet to be voted. Maybe you'll be the one starting the discussion there !



3. The Immigration Law of eJapan (Discussion 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 and Vote)

President Oraizan kept her promise to make Top Priority the establishment of a new Immigration Law that would be fully recognized, accepted and implemented by every parties and there Presidents, warrants of any In-Game authority. She worked with her government to propose, consequently to all the discussions that could have been done on the subject, a law proposal that should be soon put to the vote.

At that specific time, a consensus seemed to be reached as no congress member complained on the thread about it so it appeared that we may end up with a Law that could last for months. I started the vote and the bill passed. Therefore I signed it.

Hold on! : The Party Presidents have yet to sign the Pact that will ensure the complete efficiency of the Law and that will figure right under the Law document there. Please, be free to adress your Party President to urge him to sign it.

Speak up! : Some possible redundancy of the last article of the law with the Personae Non Gratae act has been denounced there. Please come and express your point of view !



4. The Diet's Voting system (Bulletin 1, Bulletin 2, Bulletin 3)

You may remember that the Voting System of the Diet was questionned at some time. During that month, I've done my best as the Speaker to enforce a Dual Voting System.

The principle is the following. As soon as a Law vote starts, each Congress member received personally a PM from me in eRepublik with the following content :
Hi,
As a Congress member you are asked to vote on a proposal discussed on Forums whose subject is : [Title of the Law Voting Thread].
Please, read the following vote bulletin : [Link of the Google Document with a copy-paste of the Vote bulletin]
To that proposal, you may answer :
1. [...]
2. [...]
3. Abstain.
The voting period will last 48h and starts now.

Then, I have received mutliple type of answers.
* I helped those who would happen not to understand the content of the Law.
* I enjoyed compliments from people who would happen not to have enough time to go on Forum to inquire about all the important stuffs.

But more importantly,
* I acknowledged the Vote of those who are unwilling to use the Forum, allowing every congress member for an equal chance to express their voice.

Those answering me were then sent the following PM :

Finally, I would just make and post a screenshot of the eRepublik PM in the Forum Voting thread for both transparency's and archiving's sake.

The Dual Voting System has, so far, showed successful as the Vote rate has been growing up this month. I sincerly hope for the next Speaker to keep on using that system so we can all experience more democracy.

Speak up! : A good way to experience democracy yourself, don't hesitate to go and partake in forum discussions. If you are not registered yet, a tutorial has been put at your disposal there.



Now as part of my job as the Interim Speaker of the Congress, allow me to adress our whole new Congress. Let's keep on the strong effort started last month and not give up on our dream to have a well organized and administrated eNation.



5. Get your access to the Forum (See there)

Like every month, Congress member can receive their full access to the Congress room and private parts so that they can deal with the work they were entrusted to carry on by the people of eJapan.

In order to get your access (aka «Congress mask») you just need to post there with your Citizen Forum account so that Moderation Team acknowledges your presence and desire to be an active Congress member.

If you were not to have a Citizen account yet, don't worry, the process is well oiled and fast managed. Just register, open a post entitled [CM]"your eRep name here" in the Application section and ask for a Citizen mask. Then send me a PM in eRepublik as an authentification. Thus, you can see you are only two steps from being masked. Remember that you were not elected to be lazy enough so that you wouldn't bother doing this very few.

6. Speaker of Congress Nominations (See there)

As Interim Speaker, I declare open the nomination of the April Speaker of Congress. As Congress members have yet to join in the Forum, I'll again extend the duration to 72h instead of the usual 48h so that you all have more time to carry on the registration process.

I'll again make use of the Dual Voting System.

Speak up! : As a Citizen of eJapan, you are eligible to become a nominee for the position of Speaker of the Diet. Thus, you should probably keep an eye there in case your name might have been brought to the ballot by some Congress members.

Go there and check for the upcomming changes discussed in eJapan.
