in this topic Minister of Economy - Gilroy from Partido de Excelencia Peruana presented tax reform project.We were willing to discuss it but unfortunately forum administration don't want to or can't grant our congressmen access to congressional forum. So in this article we will try to present flaws in proposed tax system and show our own.
First of all let's take a close look on taxes in foreign countries with high iron
income tax import tax VAT
Greece 10% 20-30%(manu) 5%
Brazil 10% 75-99% 1%
Russia 5% 40-99% 1%
Indonesia 10% 99% 1%
Hungary 5-15% 50-99% 5%
As you can see all of these countries have lower vat than income tax. Main reason of this policy is that with high VAT comes black market. VAT is very easy to bypass. Doing same thing with income tax takes too much time and majority of people is simply too lazy for that. Thats the main reason why we should have higher income tax than VAT.
Our proposal of taxes:
income tax import tax VAT
weapon/gifts/tickets 12% 50% 1%
food 12% 50% 3%
oil/diamonds 12% 1% -
grain/wood/iron 12% 50% -
12% income tax will give constant revenue and won't be inconvenient for regular worker.
Low Vat will increase demand on Peruwian products by lowering their cost. This will increase consumption, revenue and enhance economy.

Creo que es todo lo contrario, el VAT es más trabajoso de eludir que el INCOME. El INCOME lo eludes pagando a los trabajadores por donación y las empresas traspasan dinero por el MM.
Votaré en contra de su propuesta por lo explicado arriba 🙂

Look at tatters donation list and that of the ones he works with. It appears, although I could be wrong, that tatters is an active black market player. There is nothing wrong wih this - it is perfectly legal.
But assuming that VAT truly is more difficult to circumvent, then black marketeers would certainly be lining up tax plans favoring income taxes over VAT systems.

Hypothetically, if someone had bad intentions they would like to increase taxes to put more money in the treasury to steal in a TO.

Other than Hungary, all of the foreign taxes you posted were in the 5-10% range... when then would you show them as an example, while proposing 12% income tax?
It's not like ePeru is a socialist nation that is funding food/moving tickets/gifts/weapons to it's citizens. There is no need for a 12% income tax.
If programs are proposed to build hospitals, and provide more services to the populace, then I could understand the desire to increase tax revenue... but increasing taxes, be they income or VAT, would accomplish nothing other than stuffing the pockets of a privileged few.
Coming from a party that is accused of PTO; a party that has been accused of robbing the Bolivian treasury, raising income taxes for no apparent reason does nothing to promote your image.
Before you start talking taxes, how about you start talking about social reform?
