Tallahasee Update (Lottery!)

Well, it appears that we are rather short in our treasury, which could negate my grand plans for an unemployment office. So I have decided to create a lottery.
30 of the take will go to the city, and 70% to the winner. Tickets cost 5.00 each, and which can be donated to TallahasseeLotterySO. Once you have donated, a random number generator will be used to find the winner, and the money will be handed out.
Our goal of this is to create a company for the unemployed.
Secondly, I would like to announce how I will choose my council. It will consist of the following:

1) The previous mayor,
2) Two persons whom I appoint
and 3) Three persons who are voted in by you. How this works is, you PM me your suggestions, then my advisers and I decide on the best 4, and you vote on the comments page of either this paper or our official one, if it is running.
The purpose of the council is to advise the mayor, and I hope that I can help all of you.
Also, the health care system will be underway soon. If you have 30 health or under, you are eligible for free health care. Please PM me.
