I have been thinking on this for a while, the process is not 100% complete so I would like to ask your opinion. Its all about creating a loan system for players so they can upgrade their training centers.
Anyways, this is my suggestion.
**The bank**
The bank will be nationally funded. The bank will be a non profit organization. Every transaction will be public and open for everyone to avoid corruption.
**The loan**
The loan will be in gold. The loan will be paid back in values equal to the the amount of gold loaned. The sole purpose of the loan is to upgrade training centers, and only when they are on sale. Any other use of the gold will be looked upon as a violation of the contract. The loan will only be given to upgrade training center one and two in the beginning.
** The application **
You can apply and get the money transferred at any time.
You must provide your real life name and contact information to the bank. This information will be kept private and not handed over to anyone.
Your account must be over xx days old.
You must be real life Norwegian(this is because we don't want to travel to long to kill you if you don't pay).
You must provide screenshots of your current training centers, companies, and money.
** Interest rate **
There will be zero interest rate. Fines will be given if you are late on payment, they will be added to your loan.
**Down payment**
After agreement. Typically once every second week. All gold surpluss received from super soldiers medals shall be used on down payment.
**Quitting agreement**
You are not allowed to quit the game before you have payed back what you owe.

A great idea! There is something similar in Russia, so I could ask them for advices in the next days.
In my opinion this state bank should give loans for other purposes as well, with different conditions, of course.
I second this idea with following adjustments:
*addition* You shouldn't have less then 300 strength in div1, 3000 strength in div2, 13000 strength in div3, 23000 strength in div4 at the time of your loan request.
*Not Agree* You must provide your real life name and contact information to the bank. This information will be kept private and not handed over to anyone.
*adjustment proposal* Your account must be over 61 days old.
*adjustment proposal* You must be real life Norwegian or sign an agreement to stay in service of Det Norske Forsvaret (main MU) for at least 2 years.
*adjustment proposal* There will be zero interest rate. Fines will be given if you are late on the payment, they will be added to your loan. Continuous failure to pay back your loan will be considered as abuse and you will be reported in any possible occasion by majority of our citizens.

I like it, however I do not agree with real life name and contact info. Its a violation of privacy. I also know the Netherlands had looked into doing something similar at one point.
It would be a "violation" of privacy in the same way as signing up to facebook etc, you do it by your own free will.
I'm gonna assume that contact information would only be used in the event you disappear before having paid off your debt, and your information would obviously be deleted once you have paid your debt.
So from it sounds like you are saying "that information would only be used in the event you disappear before having paid off your debt" sounds something a bit like it could be used to black mail a person for having quit the game without paying it off. No need to bring RL into this situation.

The name and identification is the key to getting this to work. Unless I suspect BIG loses and the bank as an easy target for scammers/multies. And this is ofc. not a violation of privacy. Don't use that kind of sentences if you have no idea of they mean😛

You all know that the admins will not do anything If people deny to pay back. That is why identification is so important as that raises the bar for stealing significantly.
There are risks but it works in other countries. Maybe he should add a guarantor.
