Fight in the highest priority war or battle that is open. In the absence of orders fight wherever. Japan doesn't have that many MPPs atm, so there won't always be an open battle 24/7, but there should be several open throughout the day. If you read these orders (and are a member of the Shinsengumi), post a comment below, even if it's blank.

1st Priority: USA vs. Spain

2nd Priority: USA vs. Mexico

Lowest Priority: USA vs. Canada (Avoid fighting here if possible.)
