I am posting this mostly on my own accord. I'm sure President Uncle Sam won't be the biggest fan of what I have to say. But, as USA Secretary of State I feel that it is only appropriate that I make a post.
Uncle Sam apparently did fail to appropriately notify member nations. From what I have heard, VP Joe DaSmoe sent PMs to some people that needed to be notified, but not all that needed to be notified. This is the first problem. Second problem is that the notifications that were sent out were not 48 hours prior notification.
ATLANTIS Treat Article VI § 1a says:

All declarations of war by a member nation of ATLANTIS must be announced to the alliance at least 48 hours prior to declaring the war. Permission is not needed to declare war.
The problem with this text is that the method of notification is not outlined. Second problem is the target of the notification. 'The alliance' is loosely defined for most of us and we know who needs to be notified, but it is still a loophole.
So, I move to amend Article VI § 1a to say:

All declarations of war by a member nation of ATLANTIS must be announced within the ATLANTIS forums-Operation Room board to those with appropriate clearance at least 48 hours prior to declaring the war. Permission is not needed to declare war.
Regarding the monetary punishment of the US:
I feel that the US did violate the treaty to a certain extent. This would probably trigger the fine. But, the previous violations by nations like Romania and Spain would also need to be enforced. If we want to send a clear message that this won't be tolerated anymore, the message needs to be strong. We either need to punish all or pardon all and then start to strictly enforce this rule.

The 48 hour rule itself is not realistic. It doesn't allow nations to take advantage of developing situations.
The point of Atlantis is a common defense. It doesn't give the member nations the right to decide for us what is in our national interest.
The 48 hour rule is just for notification... not for advice. If they are all completely against our intentions they cannot stop us once we are notified. According to Article VI § 2a: "No member nation is allowed to aid against another member nation. If they do not wish to support the war, the only option they have is to remain neutral in the matter."
Also as listed in the article above "No permission is needed to declare war" according to Article VI §1a.
I agree with Eugene. If we need to declare war to protect ourselves, or for whatever reason, 48 hours is a little ridiculous. There's no obvious reason, to me at least, that 48 hour notification would be needed.
But as far as the article is concerned... yeah, I don't think we should be punished. Like it was stated in the article - ". . .punish all or pardon all. . ." My thoughts exactly!
48 hours actually isn't that unreasonable. It takes 24 hours for us to propose and finalize the war declaration. If we do that in the second 24 hours it give the other nations a day to check the ATLANTIS forums and mobilize their forces if they want to.

It seems to me that ATLANTIS is on a witch hunt. Burned at the stake or not, if eUS remains a member, such revisions are absolutely necessary.

I have not problem with assisting other nations and being in alliances. I believe the 48 hour rule is good, but should only apply on offesiver wars, not ones that we are declaring war as a counter messure.
