Secretary of State Inwegen's response to ATLANTIS

I am posting this mostly on my own accord. I'm sure President Uncle Sam won't be the biggest fan of what I have to say. But, as USA Secretary of State I feel that it is only appropriate that I make a post.

Uncle Sam apparently did fail to appropriately notify member nations. From what I have heard, VP Joe DaSmoe sent PMs to some people that needed to be notified, but not all that needed to be notified. This is the first problem. Second problem is that the notifications that were sent out were not 48 hours prior notification.

ATLANTIS Treat Article VI § 1a says:

All declarations of war by a member nation of ATLANTIS must be announced to the alliance at least 48 hours prior to declaring the war. Permission is not needed to declare war.

The problem with this text is that the method of notification is not outlined. Second problem is the target of the notification. 'The alliance' is loosely defined for most of us and we know who needs to be notified, but it is still a loophole.

So, I move to amend Article VI § 1a to say:

All declarations of war by a member nation of ATLANTIS must be announced within the ATLANTIS forums-Operation Room board to those with appropriate clearance at least 48 hours prior to declaring the war. Permission is not needed to declare war.

Regarding the monetary punishment of the US:
I feel that the US did violate the treaty to a certain extent. This would probably trigger the fine. But, the previous violations by nations like Romania and Spain would also need to be enforced. If we want to send a clear message that this won't be tolerated anymore, the message needs to be strong. We either need to punish all or pardon all and then start to strictly enforce this rule.
