Good evening, citizens of the new world.

For nearly a week now our media has been saturated with news of Revolution and Counter-Revolution. S.E.E.S. has remained conspicuously silent, with few exceptions, on this matter. We have for some time suspected the conflict between these factions to be something other than it has been presented to the public, however we have until this time been unable to confirm the portion of the story that has been swept under the rug by both the Administration and the Libertarian Rebels.

At 0845 this morning, I spoke with Emerick and upon presenting him with photographic evidence that confirms our darkest suspicions, he has authorized me to go public.

Quite recently the death of Pheno Sozak has been reported in the media, however in the early hours of this morning our intelligence network has confirmed that the circumstances surrounding his death has been covered up by both the Rebels and the Administration. The following picture was forwarded to me at 0417; a note of caution the image is graphic and disturbing in nature.



Ladies and Gentlemen, this is the work of the Ubermenschleiche Virus, with which we have some familiarity. At this time I am not able to comment on the circumstances by which we are familiar, but suffice to say this is not a recently developed virus. Our understanding is that it is not currently airborne and is transmitted by means of bodily fluid exchange; however released into the general populace any number of mutations are possible. We are aware of no vaccine, treatment or cure.

It is our belief that the supposed Revolution and Counter-Revolution are working hand-in-hand to maintain control of the population in the face of this pandemic nightmare; that this virus is the reason for the total destruction of so many towns and villages, under the guise of purging political dissidents and that the scores of dead and missing are victims of the Ubermenschleiche virus and a government desperately trying to maintain control and mesmerize the population into submission.

During my time in the State Department, under the Hamilton Administration, reports of this nature occasionally cropped up in Phoenix countries, however we dismissed them as desperate attempts by the Alliance to confound our intelligence efforts. It is clear, now, that this is the reason for Phoenix's sudden collapse and the millions of citizens world-wide that have vanished over the passed few months. The spread of the virus to the United States is most likely the result of the infection of one of our service members of militiamen who have returned home from fighting in the face of this horror. It is very likely that the introduction of this virus was intentional and the work of an unknown group who failed to recognize the dire consequence of such hubris.

S.E.E.S. calls upon the nations of the world to go public and release as much research as is available to the public in order that as many minds as possible might be able to work towards a cure while we do battle with the growing zombie hoards.
