It is once again that time of the month to run for Congress. IF and when the meta congress comes back my plan is to support two initiatives, a) the creation of National Military Academy supported by American Tax Revenue open to every citizen in America b) the moving of the ‘meta congressional forums’ to a site that is free and run by the Party Presidents.
Currently the Congressional Forums are located on a server that is paid for with donations; forums which are currently down, goin on 5 days now; forums that are run and paid for by citizens who seldom actually take part ‘in game’ on the eRepublik site. Since those forums have been down sitting Congress Members are being left in the dark concerning important issues such as Mutual Protection Pacts, SCI expenditures, discussions concerning laws, Non Aggression Pacts rental agreements and granting citizenship. How much longer can America put off doing the right thing for our country and move the Congressional Forums to a free forum run by the Top 5 parties rather than a select group.
Easy Company and SHIELD have, IMO, proven beyond doubt that an Academy in which to train soldiers is well worth the expenditure not only in gold; but time invested in each soldier. It is also my opinion that a National Academy could be of great benefit to America, not only in training soldiers in how and when to fight and sponsoring Training Ground upgrades; but in unit camaraderie and pride that would install a loyalty to America. Every session of Congress a new members does something wrong, every session there are complaints are heard that parties do not train their candidates; IMO the parties need to take a hint from these PMU Academies and create programs to train citizens for Congressional service.

Now, about the forum.

People have inquired to me directly regarding the Paki MPP and their questions were answered. MPP myth debunked.
SCI expenditures are released during the budget discussion which was already completed before the forum went down. SCI myth debunked.
You can't discuss a law without a forum, so no discussions have been held and thus no one is "in the dark." Law discussions myth debunked.
The Argentina NAP was discussed and voted on before the forum went down. NAP myth debunked.
The Cuba rental was discussion and proposed, with a vote sitting at 20-0 in favor before the forum went down. After identifying enough people who had not voted that would have voted yes to meet quorum and exceed half of Congress to ensure a passing vote, I felt comfortable enough to move forward on the Executive side. Rental myth debunked.
The IES forms and sheets are still working, and every congressman should know who to ask about IES issues. No one is uninformed. IES myth debunked.

What about the current Bulgaria MPP?

So the discussion on punishing vote buyers was closed and the proposal moved forward to a vote or no?

Since these happened previous to the outage I am not referencing these two, however:

Getting guidance from a government spokesperson such as yourself is not discussing the NAP.

Since I can not speak for every Congress member I will speak for myself only. Although those sheets may be working, I do not have that link; also on several occasions in the past I have inquired to the IES Director concerning citizenship for foreign citizens and received no answer.

You simply have one permanent Admin and 5 Sub Admins that change each month, kind of like the SoH and his Deputies.
The point here is either we need those forums or like the last 5 days has proven, Congressional business can be conducted in game without all the meta game play of the forums.
One other point would be that there was no vote concerning the Paki MPP.
There are never votes concerning MPPs. Welcome to Congress, FS.
True enough, but IMO there should be....
MPPs are rarely discussed in Congress. While it's your prerogative to down vote one that we propose, or are on the list of "Yes" in Congress, the general precedent is that the Executive decides MPPs. Given that I personally proposed the Paki MPP, it's a pretty short leap to ask me the deal. If you weren't sure what to do about the Bulgarian MPP, you could have asked the Speaker of the House, his deputies, or even your party leadership.
The same goes for IES issues. If you are unsure, the Speaker didn't disappear when the forum went down, and neither did your PP.
There were SCI expenditures. I handled them via PM with the members of the SCI, and when the next month of budget discussions rolls around, they will be disclosed as legislated.
No progress has been made on the punishment for vote buying. There is no time limit on the Proposal to reach 10 Approvals, so when the forum is back up, it will sit exactly where it did when they went down.
And who will your permanent Admin be?
So you have confirmed that Congressional Business is being conducted in game and that the forums are simply window dressing. That the one discussion and proposal going on will have no effect on game mechanics. Again I have made inquires and the only response I received was in an almost completely ignored PM thread from the Speaker of the House in game.
If the eUSA Forums are used then I would be happy with PiZ, if it is on Jude's server then it should be Jude; if someone -anyone- opened a free forum for Congress then it should be the person who created them. Ofc, all of that is something Congress as a whole should discuss, propose and vote on.
We've made do with things like SCI because it has to be done somehow. The forum is the basis for the operation of our government. It provides transparency (unless you want players to register for ANOTHER forum just to check in on Congress?).
As I've said before, there is a backup forum (setup by Cromstar) and if you want to know why it hasn't been used, the only person who can answer is the Speaker.
