Report on the Ministry of Industries - it's Purpose and Functionings

I would like to take a moment to record the goals of the Ministry of Industries companies as I understand them and to record the ways I have been pursuing them during my term as a deputy of finance and in charge of the daily operations of the Ministry of Industries. It is the hope of myself and of the government cabinet that the public will find the following of interest. Some included instructions are really only of use to potential future directors.

The Ministry of Industries controls the following companies. Health Canada, Royal Canadian Air Force, Canadian Wheat Board, Canada Gifts, Canadian Defense Systems, Canadian Arms, Canadian Housing. Most are run as "trainer" companies. At this moment in time, none of these companies are up for sale, and there are no plans to place them up for sale.

These companies, combined, employee over 140 eCanadians.

I will address each company and it’s particularities below, in no particular order.

Canadian Wheat Boar😛
Our "shock absorbing" manufacturing training company. It is important to always have job postings open in the Canadian Wheat Board, in case of a sudden boom in population over night. It is suggested that 100 or so job posting be posted at all times. Canadian Wheat Board only hires at 0 skill level, and fires employees once they reach the skill level of 3. Product is stockpiled - (it is not sold on the market.) At this time there is over 2800 food in stock. This stock shall only be released in emergency situations, after receiving explicit instructions from the PM, deputy PM or from the Minister of Finance.

Canada Gifts
Another manufacturing trainer company, my policy with Canada Gifts has been to hire at 0 skill level, and to keep employees until they reach a skill level of 3 in manufacturing. I have been trying to keep this company at its "max productivity level" of 10 active employees, which has proven a bit difficult. Gifts are sold on the local market by this company - I have tried to keep my offers around the fifth lowest on the market - trying to balance the need for cheap product to the average citizen, and the need to sell product for the private companies.

Royal Canadian Air Force
This company has recently proven very useful, as the CAF made a large demand on tickets. It is now very low on stock, so I am running it as a expanded trainer, meaning that I’m keeping employees no matter what their skill grows to, and am allowing up to 12 employees, but am only hiring at 0 skill level. I believe this policy should remain in place until the ticket stock grows to over 200. This company is not currently offering tickets on the market but stockpiling - this is my own decision and can easily be reversed by a new deputy, or by orders from the Minister of Finance or PM.

Canadian Arms
Responding to a recent directive from the Minister of Finance, this company is now stockpiling it’s Q1 weaponry. It is also used as a trainer company, hiring at skill 0 and firing at skill 3, trying to maintian max productivity levels.

Health Canada
This is not a trainer company - employees are taken on at all skill levels over 3 - with a preference to hire skill levels 4 and up, but maintaining max productivity levels and activity levels comes first. Soon, a Q4 hospital should be completed, at which time, I believe Health Canada will be upgraded to a Q5 company - employment policy should be reviewed at that time.

Canadian Defense Systems
Requires daily management - raw materials and available cash must be monitored carefully. Currently not hiring, this is the company of the highly skilled and always active builder. Does not hire anyone with less the skill level 4 in construction, will hire anyone of higher skill level - when needs be.

Canadian Housing
Our construction trainer. Always hiring skill level 0. Under my own construction employment policy, this company is also hiring at the skill levels 4 and below which have no more then 10 job offerings from the private sector. This is to ensure that those who wish to develop their construction skills (construction historically being a difficult career path in eCanada) can always upgrade their employment situations. As employees reach skill level 5, they are released. This is also the company which should produce houses for the Housing Lottery, a new program run by the Ministry of Industries, which’s details can be found here.

Wages
Canadian Wheat Board and Canadian Housing hires skill 0’s at minimum wage. All other skill 0’s employed by the Ministry of Industries are hired at 0.01 over minimum wage. Skill 1’s are normally paid a dollar over minimum wage, Skill 2’s another dollar, and Skill 3s, another additional dollar. When there is a sudden need to employ a particular skill in a particular skill set, (in order to fill up a company to its maximum productivity level) the Ministry of Industries will offer a wage that is no higher then that offered by a private company for the same skill level and set. Our higher Q companies, the construction companies, may hire at wages above those offered by private companies, as the construction industry is historically under-paid. These high Q companies will not be the highest paying companies in the country.
