@sparkfyre well yeah i guess the answers are a bit subjective, because for the first one it could be 3 as well, because if you play a closed game without involving other people they leave out of boredom and would result in player attrition. So I chose the second one as it kind of looks like a middle ground exercising strategy without hurting retention. 1 and 3 are somewhat extreme and doesn't look very feasible.
Also 10-20 people would mean bureaucracy which wouldn't probably be acceptable to the people resulting in unrest and rebellion. So I don't see it being sustainable either.
I understand your point, but I based my opinion on the fact that these officials were 'elected & appointed' by the people...naturally I assumed they had faith in the leadership they decided on and would trust them to do what is best.
I agree that the third option wouldn't be feasible but the second option is, as you say the middle ground, aka the ideal approach. However, that is not what is often practiced. And the aim of these questions, according to Cold Assassin, is to idnetify the realistic approach, in effect the one most often practiced and in politics (not referring specifically to erep) a close hand is usually played with 'most work'.
